Speaking at the Conference, Mr. Nguyen Thanh Nghi, member of the Party Central Committee, Standing Deputy Secretary of the Ho Chi Minh City Party Committee, congratulated Minister Tran Hong Minh on being trusted by the Central Committee, the National Assembly, and the President to be appointed as Minister of Construction, and congratulated the Deputy Ministers on being continued to be trusted and appointed as Deputy Ministers of Construction to continue leading and directing the activities of the Ministry according to the new model.

According to Mr. Nghi, before merging with the Ministry of Transport, the Ministry of Construction operated under the provisions of Decree 52, assigned by the Prime Minister and the Government to perform State management functions in areas such as: Architectural planning, management of construction investment activities, urban areas, urban technical infrastructure, materials, housing, real estate market...
"With that function and task, since being appointed as Minister of Construction on April 8, 2021 until being transferred and assigned to hold the position of Standing Deputy Secretary of the Ho Chi Minh City Party Committee, term 2020-2025 on January 25, 2025, I personally, along with my comrades in the Party Committee, and leaders of units under the Ministry, have tried our best to complete the assigned tasks.
Up to this point, it has basically been completed, closely following the assigned annual and term-based task plan," Mr. Nghi shared.
According to Mr. Nghi, the tasks of the old Ministry of Construction need to continue to be focused on in the coming time, including: the field of law making needs to continue to focus on completing the submission to the first National Assembly of 2 laws: Law on Urban Development Management and Law on Water Supply and Drainage, along with documents guiding the Law on Urban and Rural Planning. At the same time, continue to review the construction industry's regulations, standards and norms.

In the field of performing State management functions, the Law on Urban and Rural Planning has been passed by the National Assembly. It is necessary to promote the dissemination and popularization of the provisions of this law to the people.
In addition, it is necessary to continue to improve legal regulations related to social housing development, unblocking the real estate market, policies on housing for people with meritorious services, housing for poor households, eliminating temporary housing, dilapidated houses, etc.
Regarding unit prices, norms, standards and criteria, it is also necessary to continue to focus on completion, while at the same time promoting inspection and examination work to ensure that activities are put into order, ensuring good implementation of assigned state management functions.
"The work of the Ministry of Construction after merging with the Ministry of Transport is increasing, requiring higher requirements to meet the urgent and urgent tasks assigned," Mr. Nguyen Thanh Nghi acknowledged and requested that units and officers who are monitoring the work areas of the old Ministry of Construction continue to advise and report to promptly remove obstacles in implementation, thereby contributing to helping the new Ministry of Construction properly perform its assigned functions and tasks.
Emphasizing that the old Ministry of Construction has received much sharing and support from the Ministry of Transport in performing its assigned tasks, Mr. Nghi believes that the leaders and units of the new Ministry of Construction will continue to lead the construction industry, excellently complete the assigned tasks, and make worthy contributions to the country's cause in the coming time.

Speaking at the Conference, Minister of Construction Tran Hong Minh said that with the spirit of the two Ministries of Transport and Construction (old) being one, in the past time, the leaders of the Ministry and its affiliated agencies and units have been extremely united and active in implementing and completing the merger in accordance with the spirit of Resolution 18 of the Politburo.
The Minister said that on March 3, the Ministry of Construction launched all grassroots Party organizations under the Ministry with 58 focal points, handed over decisions on administration to leaders of 23 units under the Ministry as well as decisions on early retirement for a number of officials of the Ministry of Construction after the merger.
Basically, the organizational structure is streamlined and not much disrupted, achieving a very high consensus among the leaders of the Ministry, Party committees, Party organizations, agencies and units.
Party committees, Party organizations, agencies and units under the Ministry are also urgently organizing and implementing well the work of consolidating, reorganizing and arranging subordinate staff; setting the goal of completing this task within the week, to start operating immediately, without stopping, without interruption, without delaying work.

Regarding the implementation of the tasks of the new Ministry of Construction, the Minister said that even before the establishment of the merged Party Committee, the two Party Committees of the two ministries continuously held meetings, proposing issues and tasks that needed to be carried out immediately after the merger, especially tasks in 2025 and the 2026-2031 term.
"I believe that with the spirit of solidarity, the new Ministry of Construction will successfully complete the tasks assigned by the Party, State and people," the Minister emphasized.
