Reporting at the Conference, Chief of the Ministry Office Pham Tan Tuyen said that in 2023, the Ministry of Natural Resources and Environment will focus on innovation, perfecting institutions, policies, and laws; perfecting the organizational apparatus; and focusing on localities and grassroots. In that context, the Ministry Office has thoroughly implemented the motto "Solidarity, discipline, flexibility, innovation, timeliness and efficiency" to proactively advise and coordinate to ensure good service for the direction, operation, and coordination of major activities and events of the Ministry.

In 2023, the Ministry's Office proactively developed, monitored, and summarized the implementation of the Ministry's Program and Work Plan; Monitored and urged the implementation of tasks assigned by the Government, Prime Minister, and Ministry leaders. In 2023, the number of assigned tasks increased compared to previous years, with a total of 5,674 assigned tasks.

Regarding the implementation of the one-stop, one-stop mechanism in handling administrative procedures (TTHC) under the authority of the Ministry and the control of administrative procedures, in 2023 (up to December 31, 2023), the Ministry will process a total of 7,680 administrative procedure records, including 1,395 records transferred in 2022 and 6,285 newly submitted records in 2023. Also in 2023, the Ministry's Office has appraised, coordinated, and guided units to submit to the Ministry for promulgation 15 Decisions on promulgating administrative procedures, urging units to update, amend, and supplement the public disclosure of administrative procedures on the National Public Service Portal; issue decisions on promulgation for 24 internal administrative procedures in the system of state administrative agencies; submit to the Ministry for promulgation 06 Decisions on internal procedures for handling administrative procedures in most fields, 01 Decision of the unit.

Regarding document and archive work, the Ministry of Natural Resources and Environment is considered one of the first units to thoroughly and effectively implement work processing in the network environment, minimizing the use of paper documents, saving time, effort and costs for printing and publishing.

Regarding information and propaganda work on policies, laws, and direction and management activities of the Ministry's leaders, the Ministry's Office has proactively coordinated with the Natural Resources and Environment Newspaper and the Center for Natural Resources and Environment Communication to gradually improve and enhance the quality of communication with news and articles of good content quality, fully and promptly reflecting all activities of the Ministry, the Ministry's leaders and the Industry.

The Ministry Office has also done a good job of coordinating with the Trade Union of the Ministry's Agencies to fully and thoughtfully care for the material and spiritual life of union members of the Ministry's Agencies, which has been increasingly improved.

Speaking at the Conference, Deputy Minister Tran Quy Kien said that the Ministry of Natural Resources and Environment manages the country's development resources, so the advisory work of the Office is extremely important. However, the Office can do well without the coordination of other units, so the Deputy Minister suggested that the units in the Ministry accompany the Ministry's Office in common tasks.

The Deputy Minister said that the Office needs to make more efforts, regularly monitor tasks, grasp information, and proactively advise the Ministry's leaders so that the success of the Ministry of Natural Resources and Environment is also the success of the Ministry's Office.

Speaking at the Conference, Minister Dang Quoc Khanh said that in order to achieve the outstanding achievements and results of the Ministry and the Industry in 2023, there was a very important contribution from the Ministry's Office. The comrades demonstrated their advisory role to the Ministry's leaders in directing, operating and coordinating between units under the Ministry to deploy and implement tasks, especially in the context of the Ministry's leadership change and transfer.

Regarding the direction and tasks to be implemented in the coming time, the Minister once again emphasized the important significance of 2024 as the year to accelerate the implementation of the goals of the 5-year Plan 2021-2025, the tasks assigned by the Government and the Prime Minister to the Ministry are very large, with many difficult and complicated tasks and having to deal with many unprecedented issues. Therefore, as the "extended arm" of the Ministry's leaders, Minister Dang Quoc Khanh requested that the Ministry's Office strive to strive even harder to successfully complete the assigned tasks.

The Minister emphasized and requested the leaders of the Ministry's Office, together with the Party Committee, to closely coordinate in leading and directing the implementation of political and ideological work; focus on improving the leadership capacity and fighting strength of the Party organization and Party members, and building a team of cadres, civil servants, public employees and workers with sufficient qualities, abilities and prestige equal to the tasks.

Improve the quality of general advice, tighten discipline and order in monitoring and urging the implementation of the Work Program, tasks assigned by the Government, the Prime Minister, and the Ministry's leaders, recommendations and proposals of ministries, branches, and localities. Improve efficiency and innovate coordination methods with units under the Ministry, ensure practicality, improve, and shorten work processing time. In particular, Heads of units under the Ministry pay attention to directing the improvement of the quality of information and reporting work of the unit, proactively grasp and reflect hot and outstanding issues in the assigned fields of monitoring and management, and closely coordinate with the Ministry's Office to promptly advise the Ministry's leaders.

The Minister also requested the Ministry's Office to coordinate with units to review and complete the Ministry's issuance of internal procedures for handling administrative procedures; the Ministry's Office shall preside over, coordinate, guide, inspect and urge the implementation of the Plan on innovation in implementing the one-stop and one-stop mechanism in handling administrative procedures of the Ministry of Natural Resources and Environment. Strengthen information, propaganda, guidance and encouragement for people and businesses to proactively participate in implementing and using online public services.

In addition, the Ministry's Office, together with the Department of Digital Transformation and Information on Natural Resources and Environment, focused on coordinating to complete, edit, supplement, and standardize the functions of the Document and Work Record Management System; Online Public Service System and Electronic One-Stop System.

Regarding the project "Investment in the inter-agency area of ​​state management agencies under the Ministry" in the first quarter of 2024, the Minister requested the Ministry's Office to strengthen the management of security and order, fire prevention and fighting; Coordinate with the Department of Planning and Finance to review units and cadres transferred to the inter-agency area to work, ensuring full working conditions for cadres, civil servants, public employees and workers at the Ministry's Headquarters in accordance with regulations. The Ministry's Office must also proactively request units in the inter-agency area to jointly build a green, clean, beautiful and civilized office.

The Minister also requested the Ministry's Office to play a proactive role, closely coordinate with units to do a good job of communicating policies and laws, focusing on disseminating new policies of the Land Law (amended), the Water Resources Law (amended), the Geology and Minerals Law; raising awareness of people and businesses to organize comprehensive and complete implementation of the Law on Environmental Protection 2020. Units under the Ministry, together with the Ministry's Office, closely monitor public opinion, especially concerns of people and businesses, and handle them effectively.

The Minister also requested that the Ministry's Office ensure the regime and take better care of the lives of cadres, civil servants, public employees, and workers of the Ministry's Office to be commensurate with its position as a comprehensive advisory body for the Ministry.

Receiving the instructions of Minister Dang Quoc Khanh, on behalf of the Party Committee, leaders, civil servants and employees of the Ministry's Office, Chief of the Ministry's Office Pham Tan Tuyen would like to receive all the instructions and assignments of the Minister to concretize them into tasks in the Program and work plan for 2024 for effective implementation.
