Ministry of Defense proposes to establish Central People's Air Defense Steering Committee

According to the report of the Ministry of National Defense , the implementation of the People's Armed Forces work since peacetime has been paid attention to by local Party committees, authorities, heads of agencies and organizations, and has been implemented in a relatively synchronous and comprehensive manner.

The part-time PKND force with the participation of all people is tightly organized, basically meeting the requirements and tasks, especially the ability to be ready for combat, participating in managing airspace at altitudes below 5,000m and managing unmanned aircraft and other flying vehicles.

The arrangement of battle positions, battlefields, and target systems must be scientific , appropriate, solid, and widespread to meet the requirements and tasks of air defense operations, contributing significantly to firmly protecting the Fatherland's sky in the new situation.

On November 27, 2024, the National Assembly passed the Law on People's Public Security, effective from July 1. Accordingly, People's Public Security is an activity of the entire people, with local troops, militia and reserve soldiers as the core, together with the national air defense, army air defense and other forces to prepare, prevent, avoid, fight the enemy, overcome the consequences of enemy intrusion and air attacks in the defense area, and firmly manage and protect the Fatherland's airspace.

PKND has the task of training, being ready to fight, fighting, preventing and fighting against enemy intrusions and air attacks and participating in managing and protecting the airspace at altitudes below 5,000m. This force implements measures to ensure the safety of life and property of agencies, organizations, businesses and individuals, supporting combat and overcoming the consequences of enemy intrusions or air attacks.

According to the report, the Head of the Central Steering Committee for People's Public Security is expected to be a Deputy Prime Minister. The Deputy Heads of the Steering Committee include: the Minister of National Defense (Permanent Deputy Head of the Committee), a Deputy Minister of Public Security, a Deputy Chief of the General Staff of the Vietnam People's Army, the Commander of the Air Defense - Air Force, and the Chief of the Air Defense - Air Force of the entire army. The members of the Steering Committee include a Deputy Minister or equivalent from a number of ministries, agencies and organizations.

Draft regulations stipulating the working regime, tasks, powers and responsibilities of members of the standing body and specialized agencies of the Steering Committee; work handling procedures and working relationships of the Steering Committee.

The Standing Office of the Steering Committee is responsible for advising and assisting the Central Steering Committee in developing the Steering Committee's work program and plan; chairing ad hoc meetings to handle non-program work related to the tasks of the Steering Committee.

The Army Air Defense Department under the Air Defense - Air Force Service is the specialized agency of the Central Steering Committee for People's Air Defense, responsible for advising and assisting the Steering Committee and the Standing Committee of the Steering Committee on people's air defense work.

The Steering Committee meets regularly every five years to evaluate the results of the implementation of the five-year tasks and deploy the people's air defense work for the next five years; when necessary or at the request of the Prime Minister, the Head of the Steering Committee convenes extraordinary meetings of the Steering Committee.
