Accordingly, the Ministry of Education and Training has deployed to the Department of Education and Training of Ho Chi Minh City a plan to inspect the implementation of Circular 29 on extra teaching and learning in the city.

The Ministry's inspection team will conduct a one-day inspection from March 3 to 20 (the Ministry of Education and Training will directly notify the Department of Education and Training of the specific inspection date); direct inspection at the Department of Education and Training, some Departments of Education and Training, and some general education institutions.

The Ministry will inspect the direction and management of the Department of Education and Training, the Department of Education and Training and the implementation at educational institutions regarding the implementation of Circular No. 29 and the direction of the Prime Minister in Official Dispatch No. 10 on strengthening the direction of secondary and high school enrollment and management of extra teaching and learning activities according to authority and responsibility.

In the plan, the Ministry will conduct field inspections at junior high and high schools and then work with the Department of Education and Training and districts.

Also in the dispatch implementing the inspection plan on extra teaching and learning, the Ministry requested the Department of Education and Training to report the number of licensed extra teaching establishments; Advantages, difficulties, and solutions the department has implemented to manage extra teaching and learning activities before Circular 29 was issued. At the same time, report on the coordination work with relevant agencies to advise the City People's Committee to issue regulations on extra teaching and learning; Guidance and organization of implementation of regulations on extra teaching and learning for schools, organizations and individuals under the management scope in the area.

Based on the report, the Department of Education and Training needs to make a general assessment of the advantages, benefits, limitations, difficulties and causes when implementing Circular 29 on extra teaching and learning. From there, the Department of Education and Training will propose recommendations to the Government, the Ministry and the City People's Committee (if any).

Mr. Ho Tan Minh, Chief of Office of the Department of Education and Training of Ho Chi Minh City, informed that the Department of Education and Training has established 5 inspection teams to inspect the implementation of Circular 29 on extra teaching and learning. Accordingly, the 5 inspection teams will inspect public secondary and high schools, and extra teaching facilities in 22 districts on the management of extra teaching and learning inside and outside of schools.

At the same time, according to Mr. Minh, these inspection teams will check whether life skills centers are implementing the licensed content or not?

In addition to inspecting facilities implementing regulations on extra teaching and learning, the Department of Education and Training of Ho Chi Minh City wishes to promptly detect, handle and propose appropriate solutions to difficulties and problems in the process of implementing Circular 29.
