With outstanding and specific legal regulations, clearly defining the position and role of the Capital as well as policies and responsibilities for building, developing, managing and protecting the Capital.

The law has created orientation, opened up development space and is expected to become the driving force and institutional support for Hanoi to "take off" in the new period.

The Law on the Capital (amended) with many outstanding and specific mechanisms and policies compared to the current legal system has covered all areas from the political, economic, cultural, social, security, defense systems to specific contents of the Capital.

In particular, the Law has stipulated a clear mechanism of decentralization and delegation of power, assigning responsibilities and giving more power so that Hanoi City has the authority to decide on issues related to specific conditions.

The provisions have been specified in more detail according to the priority direction of application in the legal system. Therefore, more importantly and meaningfully, not only stopping there, the provisions of the Law also create the most favorable conditions for the City to carry out its especially important political tasks, demonstrating the role of the Capital as the heart of the whole country.

In other words, the unique, specific, and outstanding mechanisms and policies on decentralization and delegation of power are appropriate to the particularly important position and role of the Capital, along with Hanoi's great responsibility in building, developing, managing, and protecting the Capital.

At the same time, the Law also creates a mechanism to expand development space, attract resources, and create motivation for Hanoi to break through and become a regional and world-class capital.

It can be said that the passed Law has a particularly important legal value, truly opening up a new legal space, demonstrating a new vision and new thinking for the Capital to develop more strongly and comprehensively.

At the same time, Hanoi will also synchronously implement the Hanoi Capital Planning for the period 2021 - 2030, with a vision to 2050, and adjust the Hanoi Capital Master Planning to 2045, with a vision to 2065 after the Prime Minister approves.

The provisions in the Law together with these two plans are truly a "golden opportunity" to determine the space, goals, and perspectives for developing and creating the Capital in the future.

The Law on the Capital (amended) takes effect from January 1, 2025; there are 7 regulations that take effect from July 1, 2025. There are still many important tasks ahead. To soon put the regulations into practice, it still requires the participation and cooperation of all levels and sectors from the central to local levels.

For Hanoi, the preparation work to put the Law into practice is not only carried out when the Law is passed, but has been paid attention to by the City's leaders, who have directed units to immediately start working in sync with the drafting of the Law.

Hopefully, with the timeliness, synchronization, unity and efficiency, the quick determination of work contents, completion deadlines and responsibilities of relevant agencies and organizations in organizing the drafting of detailed regulations and documents assigned according to authority before the Law takes effect, will help specific mechanisms and policies to truly come into life. From there, Hanoi will take advantage of the advantages that the Law has created for the Capital, truly making a stronger and more comprehensive breakthrough in a new journey.
