Leaders of the Department of Agriculture and Environment of Can Tho City noted the recommendations at the meeting.

According to the Department of Agriculture and Environment of Can Tho City, the One Million Hectare Project is being implemented in 64 communes of Can Tho City. The area to be implemented by 2030 is 170,877 hectares. Of which, the area to be implemented in 2025 is 104,500 hectares with 191 cooperatives participating in the Project. Project implementation activities include planning high-quality, low-emission rice production areas; reviewing, applying, and perfecting technical packages to ensure sustainable development criteria; supporting and developing sustainable farming areas; organizing production and improving capacity for cooperatives, cooperatives and partners participating in developing value chain linkages to implement the Project; investing in upgrading infrastructure in farming areas, supporting product consumption linkages with businesses.

According to the Agribank Representative Office in the Southwest Region, Agribank branches in the region and in Can Tho City are vigorously implementing the credit program to serve the Project of one million hectares of high-quality rice cultivation. When participating in the Project, individuals, cooperatives, and enterprises can enjoy preferential loan interest rates lower than the normal loan interest rate of about 1 - 1.5%/year. For effective implementation, Agribank proposed that the Department of Agriculture and Environment of the city review and update the list of enterprises and cooperatives participating in the Project in the locality, as a basis for Agribank to approach and advise on loans for customers. At the same time, it is recommended that the Ministry of Agriculture and Environment promptly review and announce the technical and economic norms, production costs of high-quality and low-emission rice; guide the procedures and units to certify rice produced according to the approved emission reduction farming process. At the same time, update the roadmap for increasing the model's area in each phase as a basis for Agribank branches to access timely and proactive credit support.

The Department of Agriculture and Environment of Can Tho City acknowledges the comments of the Agribank Representative Office in the Southwest Region. The Department will soon advise the City People's Committee to promulgate guidelines on content to encourage and attract organizations and individuals to participate and effectively implement the Project. The Department also assigned the Department of Rural Development and Forestry to coordinate with the Agribank Representative Office in the Southwest Region to develop a memorandum of understanding on cooperation in implementing the credit program to serve the Project to soon submit to the Department's leaders for signing and implementation in the city.
