In 2023, the Provincial Party Committee admitted 126 party members, exceeding the target assigned by the Provincial Party Committee Standing Committee by 6 members. The Party Committees that admitted more than the target included: Hai Duong Clean Water Business Joint Stock Company, exceeding the target by 11 party members; Department of Natural Resources and Environment exceeding the target by 6 party members; Hai Duong Electricity One Member Co., Ltd. exceeding the target by 4 party members.

The units that recruited many party members fell short of the assigned targets: the Party Cell of Hai Duong Medical College did not meet the target of 6 party members; the Party Committee of the Department of Culture, Sports and Tourism did not meet the target of 4 party members.
