Accordingly, the President decided to promote from Lieutenant General to Senior Lieutenant General the rank of To An Xo, Assistant to the General Secretary, in charge of the General Secretary's Office; to promote from Lieutenant General to Senior Lieutenant General the ranks of Thai Dai Ngoc, member of the Party Central Committee, Deputy Chief of the General Staff of the Vietnam People's Army; Pham Truong Son, Deputy Chief of the General Staff of the Vietnam People's Army; and Truong Thien To, Deputy Director of the General Department of Politics of the Vietnam People's Army.

President Luong Cuong congratulated the four officers on their promotion, emphasizing that this was a recognition and appreciation of their learning, striving and dedication, and at the same time demonstrated the trust of the Party, State, Central Military Commission and Central Public Security Party Committee in the four officers.

The President affirmed that these are all excellent cadres of the Party, the State and the People's Armed Forces; all have been systematically and thoroughly trained; have been trained and tested through many positions; are always dedicated, devoted, and strive to complete their tasks well and excellently; and have been awarded medals of various kinds by the Party and the State.

The President asked cadres to continue to enhance their sense of responsibility, promote the glorious tradition of the heroic People's Army and People's Public Security Forces, be absolutely loyal to the Party, the Fatherland and the people; constantly study, practice, cultivate, strive, preserve revolutionary ethics and steadfast political will.

The President hopes that the cadres will continue to promote the achieved results; always be worthy of the teachings of beloved Uncle Ho on the ethics of being a general: "A general must be wise - brave - humane - trustworthy - honest - loyal" to always be worthy of being a talented, exemplary, proactive and creative leader and commander in his work; continue to contribute to maintaining socio-political stability and a peaceful environment for national construction and development.

On behalf of the promoted officers, Senior Lieutenant General Thai Dai Ngoc expressed his emotion and sent his sincere thanks for the special attention of the Party, State and people to the People's Army and the People's Public Security Forces in general and to the promoted officers in particular.

Senior Lieutenant General Thai Dai Ngoc affirmed that he is always deeply aware that this is not only an honor and pride for himself but also an honor and pride for the officers and soldiers of the People's Army and the People's Public Security; at the same time, it is also an extremely heavy responsibility entrusted by the Party, State and people.
