Speaking with VietNamNet, Ms. Phan Thi Thu Hien, Deputy Director of the Vietnam Road Administration, said that at the request of the Traffic Police Department (Ministry of Public Security), the Vietnam Road Administration plans to hand over 15 lists of legal documents serving the task of state management of testing and granting driving licenses.

The document categories include:

List of civil servants and public employees at the Vietnam Road Administration and Departments of Transport participating in the management of testing and granting driving licenses;

A system of software serving state management of testing and granting driving licenses at the Vietnam Road Administration, Departments of Transport and driving testing centers;

Driver's license template;

List and main information of driving test centers and driving practice grounds used for motorcycle driving tests;

List and information for the team of examiners, documents related to training and issuance of examiner cards;

Number of driving licenses under management at the Vietnam Road Administration and Departments of Transport.

Online public service software for exchanging driving licenses issued by the transport sector and issuing international driving licenses;

List of locations for receiving applications for issuance and exchange of driving licenses in localities;

National and local driver's license data, including paper driver's license data, has been updated on the system;

International driving license data at the Vietnam Road Administration and Departments of Transport are still valid;

List of printers in use at the Vietnam Road Administration and Departments of Transport;

Records are kept for testing centers at the Vietnam Road Administration and Departments of Transport;

Archived records of testing and granting of driving licenses at the Department of Transport;

Archives of driving licenses issued by the police before 1995.

Ms. Hien added that, according to the request in Official Dispatch No. 619/C08-P5 dated February 12, 2025 of the Traffic Police Department (Ministry of Public Security), the time for handing over documents starts from February 13, 2025, and the time for transferring tasks is according to the request of the competent authority.

It is expected that the testing and issuance of driving licenses will be transferred to the Ministry of Public Security before February 19. The Vietnam Road Administration (Ministry of Transport) has just sent a document to the Department of Transport of provinces and cities to prepare to hand over the state management task of testing and issuing driving licenses from the Ministry of Transport to the Ministry of Public Security.
