On January 12, Secretary of the Hanoi Party Committee Dinh Tien Dung chaired a meeting with citizens and resolved two cases in Soc Son and Thanh Oai districts.
Secretary of the City Party Committee Dinh Tien Dung received citizens to resolve petitions.
This is the implementation of Regulation No. 11-QD/TU, dated February 18, 2019 of the Politburo on the responsibility of heads of Party committees at all levels in receiving people, having direct dialogue with people and handling people's reflections and recommendations.
The first case is that of Mr. Nguyen Van Nhat, born in 1963, in Nam Ly village, Bac Son commune, Soc Son district. Mr. Nhat requested to resolve the issue of the Bac Son commune People's Committee losing the land use right certificate that had been issued to his family since 1998.
Previously, Mr. Nhat had requested the People's Committee of Bac Son commune and the People's Committee of Soc Son district many times (over 20 years) to reissue the land use right certificate for his family but it was not resolved.
Concluding this incident, Secretary of the City Party Committee Dinh Tien Dung said that the Chairman of the People's Committee of Soc Son district, on behalf of the local government, accepted responsibility for the loss of Mr. Nhat's documents, and on that basis requested the district and commune to deeply review this matter.
Mr. Dinh Tien Dung requested the Chairman of the People's Committee of Soc Son district to direct departments and offices to coordinate with the commune to re-establish the records and issue "red books" to Mr. Nhat's family according to current legal regulations before the Lunar New Year of Giap Thin 2024. The Secretary of the City Party Committee assigned the Party Committee of the City People's Committee to direct the City Inspectorate to supervise the implementation of the above request.
Agreeing with the conclusion of the City Party Secretary, Mr. Nguyen Van Nhat thanked the attention, close attention and direction to resolve the issue appropriately.
The second case is that of Mr. Nguyen Huu Quynh (a war invalid, born in 1966, in Tan Uoc commune, Thanh Oai district). According to the petition, in 2003, Mr. Quynh was sold a plot of land by the People's Committee of Tan Uoc commune at Thuong gate, Tri Le village, Tan Uoc commune. He paid the money to the People's Committee and filled the ground. In 2009, the People's Committee took this land to build a village cultural house, but has not yet returned the land to him.
After listening to the report and proposed solutions from the authorities and Thanh Oai district government, Secretary of the City Party Committee Dinh Tien Dung assigned the Party Committee of the City People's Committee to direct the Department of Natural Resources and Environment to guide the Thanh Oai district People's Committee on the legal basis for allocating land to Mr. Quynh's family.
Based on the agreement between the local government and the family on the 151.2m2 plot of land, Mr. Dinh Tien Dung requested that Thanh Oai District Party Committee urgently direct the allocation of land to the family according to regulations, striving to complete before the Lunar New Year of Giap Thin 2024. Because the land allocation limit according to regulations is only 120m2, the Secretary of the City Party Committee requested the family to pay the excess land in the allocated land according to regulations. For the money the family previously paid to the Commune People's Committee, the local government must pay the interest to the family according to regulations.
At the same time, the City Party Secretary requested the Thanh Oai district government to review mechanisms and policies to provide the highest level of support for the family.
The representative of Mr. Nguyen Huu Quynh's family agreed with the solution according to the conclusion of the City Party Secretary and thanked him for his timely and correct attention and direction.
