The Hanoi People's Committee has just issued a document directing units to focus on implementing measures to prevent and reduce damage caused by landslides.

Accordingly, in order to focus on effectively implementing the work of preventing, combating and reducing damage caused by landslides, riverbank erosion and flash floods in the area, the City People's Committee requests the People's Committees of districts, towns, departments, branches and relevant agencies and units to strictly implement the telegrams and directives of the Central Government and the City on the work of preventing and combating landslides and flash floods;

Grasp the situation, proactively deploy necessary measures according to assigned authority, functions and tasks, ensure timeliness, effectiveness, and suitability to actual conditions in the locality and unit to control and minimize damage caused by landslides, riverbank erosion and flash floods.

With specific tasks, the City People's Committee requested districts, towns and cities to immediately implement immediate solutions such as: continuing to organize thorough inspections, promptly detecting areas at risk of landslides and flash floods, especially residential areas, schools, offices, barracks, factories, enterprises, etc.

For areas where signs and risks of landslides and flash floods have been detected, it is necessary to resolutely evacuate people and property from dangerous areas or have proactive plans to ensure safety of life, limit property damage, and avoid passive and unexpected situations;

Organize support with food, necessities, and accommodation according to regulations to stabilize the lives of households that have suffered damage or had to relocate to prevent landslides and flash floods, and prevent people from going hungry or having no place to live.

In the long term, districts, towns and cities need to strictly control construction planning and construction activities, especially the construction of houses and structures on steep slopes, along rivers, streams, canals and areas at risk of geological disasters.

Strictly prohibit and strictly handle the cutting down of forests, especially protective forests and special-use forests. Organize the review, inspection, examination, and strict and thorough handling of violations of regulations on land use management; forest management and protection; construction activities (especially illegal construction activities that cause safety risks due to landslides and flash floods); illegal mining and gathering of minerals to reduce the risk of natural disasters and incidents, and limit the occurrence of landslides, flash floods, and inundation.

Organize reviews, direct proposals to develop and implement fundamental, systematic and sustainable projects to prevent and combat landslides, proactively evacuate people from dangerous areas due to natural disasters and incidents, especially areas at high risk of landslides and flash floods.

Districts, towns and cities are responsible before the City People's Committee and the law if they lack responsibility in leadership and direction leading to serious damage to people's lives and property.

The City People's Committee also assigned the Department of Agriculture and Rural Development to direct, inspect, and urge districts, towns, and irrigation companies to deploy work to ensure the safety of dikes, reservoirs, and irrigation dams, especially in key and vulnerable areas, areas where incidents have occurred recently, to prevent unexpected incidents from causing loss of human life.

The Capital Command and the City Police proactively monitor closely the situation of incidents and natural disasters, direct and operate forces under their authority to deploy timely and effective response, search and rescue work when situations arise.

The Department of Transport directs the review and inspection of traffic routes, especially in mountainous and midland areas; promptly detects areas at risk of landslides and deep flooding to have proactive plans to ensure traffic and traffic safety, especially on main traffic routes.

Actively coordinate and support districts, towns and cities to regulate traffic and overcome landslides on main traffic routes when landslides and flooding occur.
