On the afternoon of October 5, Deputy Minister of Information and Communications Nguyen Thanh Lam chaired the regular October press conference to provide information and discuss with press agencies on a number of issues related to the activities of the Ministry and the Information and Communications sector that are of interest to the press and public opinion.

In addition to other notable information such as the results of the 16th ASEAN Ministers of Information Meeting (AMRI 16) in Da Nang; outstanding activities of the "Action Month in response to Digital Transformation Day 10/10" and " Digital Consumer Month ", the results of a comprehensive inspection of TikTok..., the issue of handling the widespread problem of online fraud is also a content of interest to press agencies.
According to the Ministry of Information and Communications, in recent months, the Ministry has actively promoted propaganda activities, thereby the situation of online fraud has had some changes. However, online fraud forms are always changing, intertwining new and old, and always have new, more sophisticated forms.

Statistics show that in September 2023, the Department of Information Security (Ministry of Information and Communications) recorded the 3 most common forms of online fraud, including: Website forgery, fraud by link/compressed file and credit card fraud, property appropriation through QR code.
Also in September 2023, the national malicious domain name warning and prevention system also completely blocked 441 websites that violated the law and committed online fraud.
Mr. Pham Cong Hai, Deputy Head of Department 5, Department of Cyber Security and High-Tech Crime Prevention and Control (A05), Ministry of Public Security, said that high-tech crimes are currently complicated, with fraudulent activities and privacy violations occurring to many people, especially those in rural areas with difficult economic conditions and the elderly.
Recently, high-tech crimes have continued to increase and become more complex, with new crime methods emerging such as fraud using Deepfake technology, organizing gambling and gambling with large amounts of money, buying and selling bank account information for illegal purposes, using devices similar to BTS stations of network operators or using software to spread messages with fraudulent content; illegal credit activities, quick loans on mobile platforms and online; activities of stealing and buying and selling personal data; activities of some foreign subjects taking advantage of Vietnam's territory to set up and operate websites and criminal lines...

Along with sharing the implemented measures and recommendations with people to prevent online fraud, the A05 representative also emphasized the effectiveness of coordination between ministries and branches in handling online fraud crimes.
Accordingly, the Police have closely coordinated with the authorities, including with units of the State Bank, to discuss solutions on how to prevent illegal money flows, for example, considering the solution of determining a certain amount of money that requires biometric authentication.
“Normally, when fraudsters receive a large amount of money, they will transfer it to many accounts to appropriate it. Therefore, we need a biometric authentication mechanism to prevent that money flow. We are currently working with the State Bank,” Mr. Pham Cong Hai cited.
Sharing the same view, affirming that the State Bank has been closely coordinating with the Ministry of Public Security and the Ministry of Information and Communications, Deputy Director of the Payment Department Le Van Tuyen said that in the coming time, the State Bank will coordinate with the Ministry of Information and Communications to have a plan to support banks in cleaning data, matching information on online bank account registration with information on mobile subscribers by mobile phone number.
Commenting on the idea that online fraud is haunting the minds of many people, Deputy Minister Nguyen Thanh Lam shared: Through the exchange of ASEAN Information Ministers at AMRI 16, it can be seen that other countries in the region also face similar problems as Vietnam, and all have the same action plans as us.
According to the Deputy Minister, the presence of the Ministry of Public Security and the State Bank at the press conference of the Ministry of Information and Communications to answer questions related to the problem of online fraud showed that this is a matter in which many ministries and sectors participate, share responsibility, not simply in the stage of connecting communication by official methods or not under the management of the Ministry of Information and Communications, but also in the space of banking and finance, the function of suppressing crime under the authority of the Ministry of Public Security.
The Deputy Minister also emphasized the importance of providing knowledge to help people better protect themselves in cyberspace and know how to avoid online scams.
Besides identifying problems and reflecting messages to government agencies, the press also has a very large space, which is to provide knowledge to society, so that people can be resilient and adaptable, including knowing how to protect themselves from online fraud.
