BTO- Continuing the 5th session, this morning, June 20, the National Assembly discussed in groups the draft Law on Forces Participating in the Protection of Security and Order at the Grassroots Level. Group 14, consisting of National Assembly deputies from the National Assembly Delegations of Binh Thuan, Hai Duong, and Son La provinces, participated in the discussion.
In giving their opinions, delegates said that the construction of this Law is consistent with the content of the documents of the 13th National Congress of the Party, Resolution No. 51, Resolution No. 12 of the Politburo and Directive No. 09 of the Secretariat.
Speaking, National Assembly member Dang Hong Sy said that no matter what force it is, in the political system, it must be placed under the comprehensive leadership of the Party Committee. However, through studying the draft Law, Articles 3 and 5 do not mention it while in reality, it is very necessary at the grassroots level. Therefore, the delegate proposed to add the Party's leadership over the force participating in protecting security and order at the grassroots level to Article 3 or Article 5 as appropriate.
Regarding the selection criteria, the draft Law on Forces Participating in Security and Order Protection at the Grassroots Level stipulates that the selection condition is to graduate from junior high school or high school. According to the delegate, if this is stipulated, it will be difficult for localities, especially in remote areas, and ethnic minority areas. Therefore, the delegate believes that the selection condition should be to graduate from primary school to expand this force. Regarding Article 4 on priority selection, priority should be given to selecting retired soldiers or police. Regarding the budget to ensure operations, according to the delegate, it is necessary to have a feasible and strict calculation to avoid financial debt. At the same time, it is necessary to supplement the reward system to encourage and motivate the forces participating in security and order protection at the grassroots level to work more effectively.
Expressing her opinion on the draft Law, National Assembly Deputy Bo Thi Xuan Linh said that in Clause 2, Article 3 "operating under the management of local authorities, supervision of the Vietnam Fatherland Front Committee of communes, wards, towns and people", according to the delegate, it is necessary to add after the Vietnam Fatherland Front Committee the phrase "Political and social organizations in communes, wards and towns" to perform the task of supervising the implementation of this Law. In Article 4 on the position and function of the force participating in protecting security and order at the grassroots level, the delegate highly agreed with the adjustment of the National Assembly and the Government on the position, role and function of this force. That is, to shift from the position and function of directly managing the implementation of security and order measures to the position and function of a force supporting the commune-level police in performing the task of protecting security and order and acting as the core in building a model of self-protection of security and order at the grassroots level.
Participating in the discussion, National Assembly member Pham Thi Hong Yen suggested that the draft law should design regulations to ensure the mobilization, organization, and effective and reasonable coordination of civil defense forces and militia and self-defense forces. Regarding the responsibilities of the organizations, Article 28 of the draft law stipulates: The Vietnam Fatherland Front and its member organizations, within the scope of their tasks and powers, are responsible for propagating and mobilizing all classes of people to implement the law on forces participating in protecting security and order at the grassroots level; mobilizing support and supervising the implementation of the law on forces participating in protecting security and order at the grassroots level. The delegate proposed to add the following content: The Vietnam Fatherland Front and its member organizations are not only responsible for propagating and mobilizing people of all walks of life to implement the law on forces participating in protecting security and order at the grassroots level, but in reality, they must create conditions for people to actively participate in ensuring security and order at the grassroots level...
