Building Minh Chau commune to be dynamic, creative, and comprehensively developed in the new period

Attending and directing the Congress were comrade Nguyen Dinh Hung - Member of the Provincial Party Executive Committee, Permanent Vice Chairman of the Provincial Vietnam Fatherland Front Committee; representatives of a number of departments, branches, units and localities.

Minh Chau commune was formed on the basis of merging 4 communes of Minh Chau, Dien Cat, Dien Nguyen and Hanh Quang (old Dien Chau district). During the past term, the Party Committee, government and people of Minh Chau commune have promoted the tradition of solidarity, effectively exploited potentials and advantages; proactively, creatively and strived to achieve many important results.

The average annual growth rate of production value is estimated at 9.35%. The average income per capita in 2025 is estimated at 65 million VND, an increase of 29.2 million VND compared to 2020. The structure of the commune's economic sectors has shifted in the right direction, increasing the proportion of industry - construction and services, gradually reducing the proportion of agriculture. Attention has been paid to planning and investment in building infrastructure for industrial clusters.

During the term, the commune attracted an industrial production project of 40 hectares - the largest in the district (old) outside the Southeast Economic Zone with a total investment of 321 billion VND.

The locality has paid attention to investing in and upgrading the infrastructure system. Currently, 100% of the schools and medical stations in the commune have been solidified, and key projects on transportation, irrigation, rural infrastructure, etc. have basically met the requirements of production and people's lives.

With the concerted efforts of the entire political system and the people, the communes before the merger were recognized as meeting new rural standards, including Dien Nguyen commune (old) which was recognized as a commune meeting advanced new rural standards.

The cultural and social fields also achieved many important achievements, in which the quality of education was improved; social security work was given attention, and people's lives were increasingly improved. National defense and security were maintained. The work of building the Party and the political system had many innovations; emulation movements and campaigns achieved many results.

With the motto of action "Solidarity - Democracy - Discipline - Breakthrough - Development", for the 2025-2030 term, the Minh Chau Commune Party Committee sets out the following targets, tasks and solutions: Improving the leadership capacity and fighting strength of the Party, building a clean and strong political system; promoting administrative reform, digital transformation and application of science and technology in production; prioritizing resources to build socio-economic infrastructure systems and attracting projects using advanced, modern technology, green industry, deep processing to create great added value, save resources and protect the environment. Mobilizing all resources to invest in upgrading, renovating and building key traffic and irrigation infrastructure; strengthening traffic connections between residential areas, inter-village roads... to serve the development of tourism, services, production and trade.

Speaking at the Congress, comrade Nguyen Dinh Hung - Member of the Provincial Party Executive Committee, Permanent Vice Chairman of the Provincial Vietnam Fatherland Front Committee acknowledged and highly appreciated the achievements that the Party Committee, government and people of Minh Chau commune have achieved in the past term.

To realize the goal of "Making Minh Chau a dynamic, creative, and comprehensively developed commune in the new period", the Standing Vice Chairman of the Provincial Vietnam Fatherland Front Committee Nguyen Dinh Hung suggested that the Congress concretize the Resolution into a scientific, focused, and key action program; each content and task needs to clearly define the people, the work, the responsibilities, the progress, and the effectiveness, along with regular inspection, supervision, and evaluation.

The new Party Executive Committee needs to focus on leading, directing, and thoroughly disseminating to all cadres, party members, and people the Party's policy on arranging and organizing two-level local governments. Build a team of dedicated cadres to be loved by the people, responsible to be loved by the people, disciplined to be respected by the people, and dynamic to be relied on by the people.

Along with that, promote comprehensive digital transformation with a focus on building digital government, digitizing records and data to serve people and businesses quickly and conveniently. Proactively orient and shift the economic structure towards increasing the proportion of industry, services, and high-tech agriculture.

On the basis of spatial development planning, the commune needs to maximize its advantages in terms of geographical location and traffic connections to attract investment, develop eco-tourism, cultural tourism, and spiritual tourism.

Comrade Nguyen Dinh Hung also suggested that the Party Committee and the government should pay more attention to social security, sustainable poverty reduction, health care for the people and those with meritorious services, and cultural and educational development. Strengthening the building of a clean and strong Party and political system, combined with promoting administrative reform within the Party - this is a key task to ensure the Party's comprehensive leadership over all local activities.

The Congress announced the Decision of the Provincial Party Standing Committee on appointing the Executive Committee, Standing Committee, Secretary, Deputy Secretary of the Minh Chau Commune Party Committee for the 2025-2030 term and voted to pass the Congress Resolution. Comrade Dang Quang Hong was appointed to hold the position of Secretary of the Minh Chau Commune Party Committee for the 2025-2030 term.
