In the work of protecting the Party's ideological foundation and fighting against erroneous and hostile viewpoints, one of the important tasks is to raise awareness, educate political theory for cadres and Party members, and strengthen people's trust in the Party. Recognizing the importance of this work, Quang Ninh province has implemented synchronous solutions to strengthen the Party's strength and people's trust.

Enhance "resistance" for cadres and party members

Preventing and combating the degradation of political ideology, morality, lifestyle, and manifestations of "self-evolution" and "self-transformation" of cadres and party members is a matter of survival for the Party and the socialist regime. Accordingly, the province has identified political theory education for cadres and party members as an important task in Party building and has directed party committees at all levels from the province to the grassroots to focus on innovation. Thanks to that, the work of political theory education in the province has had many positive changes, becoming routine, contributing to consolidating and improving the level and political capacity of cadres, party members and people, creating high unity within the Party and consensus in society.

In recent years, Nguyen Van Cu Cadre Training School has proactively innovated the content and form of teaching. The school has built a curriculum framework focusing on key areas, serving the province's political tasks. On the basis of well-organized teaching activities at the faculty and school levels, it has attracted the participation of most lecturers. To link theory with practice, the school invited the Secretaries, Deputy Secretaries of the Provincial Party Committee, Standing Committee of the Provincial People's Committee, and leaders of departments, branches and sectors to directly teach topics related to practice.

Lecturers and teachers use active teaching methods, combined with the application of information technology to enrich and enliven lectures and focus on students. Lectures closely follow the curriculum framework and are related to the realities of the province, localities and units. In a lecture, the lecturer only presents a maximum of 75% of the total time, the rest is spent on exchange, discussion and case studies to deepen the content of the lecture and promote the positivity of the learners. In particular, in order for the training of political theory in the Party to meet the urgent requirements of the new situation, the school has increased the integration of content on protecting the Party's ideological foundation and fighting against erroneous and hostile views in the intermediate political theory training program.

Student Pham Cong Hoang, Intermediate Political Theory Class C297 at Nguyen Van Cu Cadre Training School, said: "Through the learning process at the school, my friends and I were equipped with a lot of knowledge about Marxism-Leninism, Ho Chi Minh's thought, viewpoints, policies, and guidelines of the Communist Party of Vietnam. Thereby, helping students have forms and methods to fight and refute wrong and hostile viewpoints in a scientific, systematic, practical, and effective manner...".

In recent times, the province has paid more attention to the dissemination, organization and study of the Party's resolutions and directives, the State's policies and laws, in terms of content and form, and in terms of quality. Regarding the resolutions and directives of the Central Committee, the Provincial Party Committee Standing Committee has developed plans and prepared documents to serve the organization of research, study and dissemination in a systematic and scientific manner. Party committees at all levels closely follow the viewpoints and guiding ideas of the resolutions based on the functions, tasks, characteristics and situations of localities, agencies and units, ensuring feasibility, practicality and effectiveness to be specified in their programs and action plans.

In organizational work, the Provincial Party Committee innovated its methods. Instead of organizing in-person conferences, the Provincial Party Committee Standing Committee organized in-person conferences combined with online conferences to 13/13 local Party Committees directly under the Provincial Party Committee... This change has helped the Party Committee save time and money in organizing conferences to study and disseminate resolutions (in the previous period, it usually took more than 3 months to have results to key cadres, but now it only takes a maximum of 1 month to disseminate to each Party member in the Party cell of the village, area, and hamlet...).

In political education, local Party committees and units continue to direct the innovation of teaching methods in the direction of fully imparting the basic and core contents of Marxism-Leninism and Ho Chi Minh Thought, creatively applying and enhancing practical connections in a way that is suitable for each subject; promoting self-awareness, sense of responsibility, regular self-study and self-research to improve the qualifications, political capacity and professional skills of cadres and party members, especially the younger generation. At the same time, focusing on innovation of methods, improving the quality of teaching topics through the mechanism of inviting reporters who are provincial leaders, leaders of provincial and local departments, branches and sectors to participate in teaching; promoting the application of information technology, strictly managing students with a surveillance camera system; Strengthening the exchange, discussion, updating new knowledge, current news... in lectures, and at the same time organizing students to do field research, linking theory with practice, thereby fundamentally overcoming the laziness and fear of studying political theory in a part of current cadres and party members.

Strengthening people's trust in the Party

Building, rectifying and protecting the Party's ideological foundation is not only the work of the Party and its members, but also the work of the people, because the people are the "measure" to evaluate the results of this important work. Once trust has been formed, the people have the basis to "know", "discuss", "do", "check", "supervise" and "benefit". This also means that the work of building and rectifying the Party and consolidating the political system will become increasingly practical and effective.

In the current context, hostile forces have shown signs of actively sabotaging the ideological foundation of our Party, in which the most dangerous are plots and actions aimed at making people lose faith in the Party and the State. In order to sow doubt in order to deny and eliminate the ideological foundation of our Party, hostile forces have "entice" us with many tricks, distorted and destructive arguments that have quietly crept into social life and have caused more or less dangerous consequences. In order for the Party's ideological foundation to become the people's belief and reason for living, it is necessary to rely on the people. The people are the "eyes and ears" of the Party and the State in protecting the ideological foundation and fighting against erroneous and hostile views. The people are always present everywhere, at all times, in contact with all subjects; The ability to use the media effectively makes it easy to identify the targets, content, and methods of sabotage by hostile forces in the ideological and theoretical fields. The people are also a solid "Great Wall" to prevent false and hostile arguments from attacking the Party's ideological foundation and the revolutionary cause led by the Party. Our Party is a Party born from the people, serving the people, so protecting the Party is also the way the people protect themselves.

Comrade Nguyen Van Hoi, member of the Provincial Party Standing Committee, Chairman of the Provincial Fatherland Front Committee, Permanent Deputy Secretary of the Provincial Party Committee, said: Relying on the people and taking the people as the root is the way to create a position of people's hearts in the work of protecting the Party's ideological foundation and fighting against wrong and hostile viewpoints. The people are the center and the subject of the renovation, construction and protection of the Fatherland; all guidelines and policies must truly originate from the lives, aspirations, rights and legitimate interests of the people, taking the happiness and prosperity of the people as the goal to strive for. In order to consolidate and enhance the people's trust in the Party, in recent times, Party committees at all levels in the province have also strengthened their direction towards the grassroots, closely following the grassroots, promptly directing the resolution of complicated issues arising from the grassroots and promoting the role and responsibility of setting an example for cadres and Party members in general, and key leaders at all levels in particular. In particular, Party committees at all levels have strictly implemented the mechanism for Party committee leaders to receive citizens according to Regulation No. 11-QDi/TW; created conditions for people to contribute ideas, labor and money to develop the socio-economy, build the grassroots political system... In particular, the province focuses on promoting information gathering, orienting public opinion, implementing well the two-way dialogue and information in the political system; organizing quarterly meetings and working directly with Party committees and grassroots authorities; promoting the role of village, hamlet and neighborhood cadres in solving common local issues and building a strong political system.

The province also strictly implements the regulations for leaders of Party committees and authorities to regularly dialogue with cadres, party members and people. In particular, focusing on issues such as party and government building, investment in infrastructure construction, solving land problems, compensation for site clearance, ensuring environmental sanitation, exploitation and fishing of aquatic products, support policies... Opinions and recommendations have been directly received and responded to by leaders at all levels and competent agencies and reported at the conference. The political and ideological situation of cadres, party members and people in the province is basically stable, assured, excited, and confident in the leadership of the Party and the management of authorities at all levels...

In particular, with the consistent viewpoint that every Quang Ninh citizen enjoys the fruits of inclusive growth, leaving no one behind, in the past 5 years, the province has issued nearly 20 separate policies on social security, social welfare and prioritized the allocation of large resources for particularly difficult areas, ethnic minorities, policy subjects, and the disadvantaged, gradually narrowing the development gap between localities and regions. The province has completed bringing national grid electricity to 100% of villages, hamlets in mountainous areas, border areas and populated islands; expanded access to high-quality medical and educational services and improved the quality of health care for people, especially in remote areas.

The whole province has 90.5% of national standard schools; modern infrastructure and medical equipment are invested; reaching 57.2 hospital beds/10,000 people; 15 doctors/10,000 people (nearly 2 times higher than the national average); 2.8 university pharmacists/10,000 people; over 25 nurses/10,000 people; the rate of health insurance participation reaches over 95.5% of the population... That is also the direction towards the criteria of "happiness" that the 13th Party Congress documents have raised, in which the core is that people must enjoy social welfare, harmonizing between material life and spiritual and cultural life. From here, sustainable values ​​of trust are created.

At the same time, Quang Ninh is also the pioneer province in the country to expand forms of direct democracy for cadres, party members and people to participate in Party and government building, such as: Basically implementing the election of Party secretaries at Party congresses at all levels and the method of "People trust, Party nominates" in the election of Party cell secretaries of villages, hamlets and residential areas in 100% of villages and residential areas in the area; expanding the model of people directly assessing their satisfaction with organizations, agencies and units. Along with that, Party committees at all levels also directed to innovate forms, improve efficiency and practicality in mobilizing people, especially in site clearance, building cultural life and sustainable poverty reduction.

Quang Ninh is the first locality in the country to establish a provincial Public Administration Service Center, and at the same time deploy this model to all districts, towns and cities. Digitization, process simplification, and data interconnection between sectors and fields have helped to significantly reduce the time and cost of implementing administrative procedures. With many synchronous and effective methods, people's trust in the Party and authorities at all levels in the province has been increasingly consolidated and enhanced, from 73.3% in 2016 to 95.6% in 2023.
