That is the policy and goal to expand Phan Thiet City and orient the planning of some important areas of Phan Thiet City according to Conclusion No. 703-KL/TU, dated March 15, 2023 of the Provincial Party Standing Committee.
Will form a modern city
Before the Law on Construction and the Law on Urban Planning were issued, in 1994 the Minister of Construction approved the Master Plan for the construction of Phan Thiet town with an area of 1,257 hectares. In 1999, the Prime Minister decided to upgrade Phan Thiet town to Phan Thiet city under Binh Thuan province. In 2001, the People's Committee of Binh Thuan province approved the adjustment of the Master Plan for the construction of Phan Thiet city (with the entire administrative boundary of the city including 10 wards and 5 communes) and detailed plans at a scale of 1/2000 for the central areas of the city.
When the Law on Urban Planning was promulgated in 2009, Phan Thiet City was recognized as a type II urban area. According to the policy, the expansion orientation of Phan Thiet City was set by the Provincial People's Council and the Provincial People's Committee, studied and proposed in the Phan Thiet City Master Plan and approved by the Provincial People's Committee. Up to now, the adjustment has been approved in Decision No. 1197/QD-UBND dated May 27, 2020, including the existing Phan Thiet City and its expansion to Phu Long town and part of Ham Thang, Ham Liem, Ham Hiep communes of Ham Thuan Bac district, part of Ham My commune of Ham Thuan Nam district.
On that basis, the People's Committee of Phan Thiet City has organized the establishment and implementation of adjustments to the Zoning Plans of the wards including: 3 wards of Phu Trinh - Phu Thuy - Thanh Hai, 2 wards of Binh Hung - Hung Long, Phu Tai ward, Phu Hai ward, Mui Ne ward and Tien Thanh commune, both sides of the road to Phan Thiet airport, both sides of Ham Kiem - Tien Thanh road, Doi Cat Bay area and surrounding areas. Currently, the progress of implementing the adjustment of the Zoning Plan of the wards: Xuan An, Ham Tien - Thien Nghiep and the general planning project for the construction of the communes is being accelerated.
Phan Thiet City is in the process of development to complete the urban area. Therefore, in recent years, the province has invested and called for investment in the construction of urban infrastructure projects (such as Hung Vuong Residential Area, Xuan An Residential Area, Dong Xuan An Residential Area, Bac Xuan An Residential Area, Tam Bien Residential Area, Vo Van Tan Residential Area, Van Thanh Residential Area, Kenh Bau Residential Area, AE Residential Area... The main traffic routes in the central urban area such as Truong Chinh Street, Ton Duc Thang Street, Hung Vuong Street, Le Duan Street, Vo Van Kiet Park...) to gradually build Phan Thiet urban area according to the proposed planning orientation, forming a modern urban area and contributing to the urban embellishment.
Determination to implement the project
According to the Department of Construction, during the implementation process, some projects lasted for many years, affecting the living environment in the project area. The reason was that the province's socio-economic conditions were still limited, making it impossible to implement many projects at the same time. On the other hand, the most difficult thing was in the compensation and site clearance work, many households in the project area did not agree on the compensation and support prices. This led to many projects not being implemented or not being able to complete the project as planned. At the same time, the inspection and management of construction order in the locality was still loose, so people built on their own, causing chaos in these areas, affecting the landscape and environment in the urban area. These problems occurred with projects funded by the state budget and projects of investors from all economic sectors.
Not only that, due to long-standing customs, people live along the riverbanks and coastlines, forming many existing residential areas adjacent to the shore. As services develop, many tourism projects also tend to develop along the entire length of the seafront, helping to attract high profits for investors, but have lost public sea space and limited people's access to the coast. Environmental protection management and waste treatment become more difficult.
In order to concretize and effectively implement Conclusion No. 703 of the Provincial Party Standing Committee (term XIV) and the direction of the Provincial People's Committee in Official Dispatch No. 2244 dated June 22, 2023; The City Party Committee and the People's Committee of Phan Thiet City have developed a plan and are determined to implement it before 2030. With the goal of expanding Phan Thiet City to develop a harmonious and balanced urban architectural space; increase access to the sea, develop coastal eco-tourism urban areas, associated with improving coastal space, green space, and increasing the area of public space to serve the community. At the same time, develop the city in a sustainable, green urban direction. Strengthen the management of coastal corridors to respond to climate change, especially rising sea levels and coastal erosion.
To make this policy a reality, the Department of Construction will submit to the competent authority for approval the project to adjust administrative boundaries to expand the city and establish a number of wards and communes in Phan Thiet City. Review the contents that need to be adjusted to the general planning and architectural management regulations of Phan Thiet City, in order to control and manage landscape architectural space, as a basis for granting construction permits and implementing construction investment projects in the city.
In the process of making the above plans, the City People's Committee continues to integrate climate change response into planning projects, build coastal routes to enhance connectivity between regions, areas and within each locality. Thereby, exploiting the potential of the marine economy in a sustainable and effective manner. Not granting construction permits for works and projects on the coast and moving towards site clearance, creating open coastlines and beaches (without works and projects) to increase access to the sea for people and businesses as well as building and embellishing increasingly modern, green, clean and beautiful coastal cities...
In particular, priority should be given to the construction of roads and bridges over the river mouth through the wards of Phu Hai, Thanh Hai, Phu Thuy, Hung Long, Duc Thang, Lac Dao, Duc Long and Tien Thanh commune. Continue to strengthen land management, construction order and handle violations of land management and use, especially encroachment on public land and coastal construction works...
