In recent years, the work of female cadres has always received special attention from Lao Cai province. Thanks to that, the team of female cadres has been growing in both quantity and quality.

Ms. Nguyen Thi Nga is the first female cadre of Bac Ha district to hold the position of Permanent Deputy Secretary of the District Party Committee. It is known that Ms. Nga had previously held many positions. In 1997, after graduating from Lao Cai Pedagogical High School, Ms. Nguyen Thi Nga was assigned to work at Bac Ha Town Primary School (Bac Ha district). In July 1999, she was assigned to work full-time in the Youth Union, as a cadre, Deputy Secretary and then Secretary of the Bac Ha District Youth Union.

In May 2009, Ms. Nguyen Thi Nga joined the District Party Executive Committee. Since then, she has held many positions such as Chief of Office of the District Party Committee, Secretary of the Bac Ha Town Party Committee, Deputy Head of the District Party Committee's Organization Board. Since May 2015, she has been a member of the Standing Committee, Head of the District Party Committee's Mass Mobilization Board, and Chairwoman of the District Vietnam Fatherland Front Committee. Since the end of 2021, she has held the position of Permanent Deputy Secretary of the Bac Ha District Party Committee.

Sharing about her work process, Deputy Secretary of Bac Ha District Party Committee Nguyen Thi Nga said: Each working position is an opportunity for me to demonstrate and affirm my abilities. As a female cadre working in a mountainous area, I have encountered many difficulties, but with the attention and facilitation of the organization, I always try my best and take the highest responsibility in performing the assigned tasks.

Comrade Ly Xuan Thanh, Head of the District Party Committee's Organization Board, said: Having encountered many difficulties in planning and creating sources of female cadres, the work of female cadres in the Bac Ha highlands is currently having positive changes. Up to now, the percentage of female members of the district Party Committee accounts for 15%; the percentage of female members of the commune-level Party Committee accounts for 22.2%; the percentage of female delegates to the district-level People's Council accounts for 36.4% and the percentage of female delegates to the commune-level and town-level People's Councils accounts for 37%.

In particular, the proportion of female People's Council delegates at all levels increased compared to the previous term, ensuring the goal of Project No. 18 dated December 11, 2020 of the Provincial Party Committee on building a team of cadres, civil servants, leaders and managers at all levels of Lao Cai province, period 2020 - 2025.

The Party Committee of Simacai district for the 2015-2020 term has 7/39 women participating in the Executive Committee, accounting for 17.9%. Implementing the rotation of cadres, the number of members of the Executive Committee of the District Party Committee for the 2020-2025 term has fluctuated recently, but the proportion of women is still relatively high with 8/36 comrades, accounting for 22.2%.

In recent years, the work of female cadres has always received special attention from Lao Cai province. The province's female cadres have grown in both quantity and quality, and their qualifications have been improved in all aspects.

Implementing the resolutions and projects of the Provincial Party Committee, all levels and sectors have issued many mechanisms and policies on training, fostering and improving the capacity of female cadres, such as: Resolution 36 dated July 18, 2016 of the Provincial People's Council on policies to attract, treat and support human resource training in Lao Cai province, period 2016 - 2020; Resolution 11 dated December 4, 2020 of the Provincial People's Council, Resolution 10 dated July 15, 2022 of the Provincial People's Council amending and supplementing a number of articles of the Regulations on policies to attract, treat and support human resource training in Lao Cai province, period 2021 - 2025. In which, priority is given to female cadres, civil servants and public employees in terms of age to receive support for postgraduate training; support regime for female cadres to bring children under 36 months old when participating in training and fostering; prescribe flexible training and development forms suitable to the conditions and circumstances of female cadres...

Project 18 dated December 11, 2020 of the Provincial Party Executive Committee on building a team of leaders and managers at all levels of Lao Cai province, period 2020 - 2025 sets the goal of "striving for the proportion of female members of Party Committees at all levels to reach 20 - 25%; female delegates of People's Councils at all levels to reach over 35%".

Currently, the proportion of female cadres holding leadership positions in party agencies, state management agencies and mass organizations has increased at all three administrative levels. Many young female cadres have been appointed to key positions in departments, branches and mass organizations at all levels. The proportion of female cadres who are members of party committees at all levels for the 2020-2025 term is higher than in previous terms, reaching an average of 23.42%.

The proportion of female delegates to People's Councils at all levels for the 2021-2026 term is 37.64%, an increase compared to the previous term; The provincial National Assembly delegation has 2 out of 6 female delegates, accounting for 33.33%. From 2020 to present, Lao Cai has trained and fostered more than 3,200 cadres, of which 30% are female.

The results of planning, training and fostering cadres show that Lao Cai province is paying special attention to building a large number of female cadres with strong quality.
