On October 29 in Dubai, within the framework of his visit to the United Arab Emirates (UAE), Prime Minister Pham Minh Chinh witnessed the signing ceremony of a memorandum of understanding on cooperation between Vingroup, VinFast and four leading partners from the UAE.

The agreements focus on a number of key areas such as maritime, offshore land exploitation, digital transformation and green transport. This event marks an important step forward in promoting cooperation between Vietnam and the UAE in strategic areas. Vingroup signed with partners AD Ports Group, NMDC, Benya Technologies; while VinFast cooperated with Emirates Driving Company (EDC).
Accordingly, Vingroup and AD Ports Group, a leading port management and logistics services company in the UAE, have agreed to cooperate in developing a seaport system and building a shipyard in Vietnam.
AD Ports will be in charge of arranging capital and international connections, while Vingroup will focus on building infrastructure and coordinating with local partners. This cooperation is expected to modernize Vietnam's maritime logistics industry and expand the international trade network.
In the field of sustainable exploitation of marine land, Vingroup and NMDC, a leading company in infrastructure and coastal protection, will cooperate to implement a project to rehabilitate 150 million m3 of marine land for large real estate and industrial projects. With NMDC’s experience in advanced technical solutions, the project promises to both protect the marine environment and create economic benefits and jobs for the locality.
Meanwhile, Vingroup and Benya Technologies are jointly studying the feasibility of a mega data center project with an estimated investment of up to 3.5 billion USD. The project includes technical infrastructure to meet the growing demand for data in Vietnam.
This data center is built in three phases with a total capacity of 300MW, not only meeting domestic demand but also supporting international businesses, creating momentum for the development of the digital economy in Vietnam.
Representatives of Middle Eastern partners all expressed their expectations for this cooperation. Mr. Mohamed Juma Al Shamisi, CEO of AD Ports Group, said that Vietnam has an impressive economic growth rate and believes in the potential to turn Vietnam into an international trade center, while affirming AD Ports' commitment to helping Vietnam connect strongly with the global trade network.
NMDC representatives emphasized that this cooperation will create outstanding values for both parties and promote sustainable environmental development. Meanwhile, Mr. Ahmed Mekky - Chairman of Benya Technologies - said that the mega data center project will meet the growing needs of the digital economy and create great value for the community.
Promoting the development of electric vehicle ecosystem
VinFast (a subsidiary of Vingroup) also signed a memorandum of understanding with Emirates Driving Company (EDC), a leading driver training and traffic safety company in Abu Dhabi. The two parties will jointly develop an electric vehicle ecosystem and raise awareness of traffic safety in Vietnam.
EDC will invest in VinFast and share its experience in road safety to improve traffic quality and promote green transportation trends in the Middle East.
Ms. Le Thi Thu Thuy, Vice President of Vingroup, emphasized that cooperation with partners from the Middle East will open up great opportunities for Vingroup and VinFast to promote technology and green economy development in Vietnam, creating a solid foundation for international expansion.
"The strength of Vingroup's ecosystem and understanding of the domestic market, combined with the experience of its partners, will help the projects achieve many successes," Ms. Thuy shared.
