Viet Tan is again 'a frog in the well' distorting about electricity imports

Recently, the terrorist organization Viet Tan has been "a frog in the well", providing distorted information about electricity imports with bad intentions, deliberately causing misunderstanding in public opinion.


Viet Tan deliberately distorts the State's policies on renewable energy development and international cooperation in electricity supply.

The terrorist organization’s two main arguments are that Vietnam imports electricity from Laos and China while the country has a surplus of electricity. At the same time, the organization also criticizes the Vietnam Electricity Group (EVN) for importing electricity from two neighboring countries but buying solar power from people at “zero VND”.

First, on the issue of electricity import, Viet Tan believes that Vietnam buys electricity from Laos and China while having abundant potential for solar power, wind power and offshore wind power. However, the truth is that Vietnam imports a very small amount of electricity from neighboring countries, mainly due to cooperation between governments in the region. Moreover, in a market economy (Vietnam is a market economy), the import, export, purchase and sale of goods and services, including electricity, is completely normal. Importing electricity cheaper than local investment costs will help reduce pressure on the country's financial resources; help maintain domestic energy prices and of course people will not have to pay too high electricity purchase costs, along with many other benefits...

Regarding imported electricity output, an annual average of about 2% is too small a number. In May 2023, Mr. Dang Hoang An (Deputy Minister of Industry and Trade at that time) had very detailed and specific analysis on this issue. According to him, imported electricity output from Laos is only about 7 million kWh/day, from China about 4 million kWh/day, this number is completely insignificant compared to the daily consumption of the North, about 450 million kWh.

In fact, in the national energy development strategy, the current imported electricity source is part of expanding international cooperation and is basically based on the cooperative relationship between neighboring countries. This is also part of the commitment to connect the power grid of the countries in the Greater Mekong Sub-region. In the future, Vietnam's electricity import and export will be expanded because at the ASEAN Ministerial Conference, the countries raised the issue of connecting the ASEAN interconnected power grid.

Furthermore, purchasing electricity from neighboring countries is part of a strategy to expand regional cooperation and build cross-border energy infrastructure. Vietnam has had agreements with Laos and China for many years, and this source of electricity helps ensure national energy security, especially during peak seasons or when there are problems in the domestic power system. Vietnam even exports electricity to Cambodia, showing that its electricity supply is not only dependent on imports but also capable of supplying countries in the region.

Regarding the accusation of buying solar power from people at 0 VND, this is a blatant distortion. In fact, the Government has clearly regulated the mechanism for developing self-produced and self-consumed rooftop solar power, and the purchase of excess electricity from people is carried out according to legal policies. According to Decree No. 135/2024/ND-CP, issued by the Government and effective from October 22, 2024, the purchase and sale of solar power between EVN and people is strictly regulated at a reasonable price, not "0 VND" as Viet Tan organization accused. These policies not only encourage people to develop renewable energy but also help reduce the waste of excess energy.

Importantly, this Decree encourages people to install rooftop solar power systems and allows the sale of surplus electricity to the national grid, with a limit of 20% of the actual installed capacity. The electricity purchase price is based on the market electricity price, in accordance with the development situation of the national electricity system. EVN is the unit that buys this surplus electricity, not for profit, but because this is a task stipulated in the State's policy, to protect the rights of the people and promote the sustainable development of renewable energy.

This policy does not simply encourage the installation of rooftop solar power, but also includes tax incentives and reduced administrative procedures, making it easier for people to participate in the renewable energy market.

By presenting wrong and ignorant views like a “frog in a well”, Viet Tan has deliberately fabricated false stories, intentionally causing division, with bad intentions. In fact, the Ministry of Industry and Trade and EVN have had appropriate and timely solutions, contributing significantly to ensuring energy security. Viet Tan’s wrong arguments are not only baseless but also go against the interests of the people and the sustainable development of the country.
