According to the Minister, to transform into a dragon or a tiger, the country needs spiritual and material "wings". Spiritually, it is the aspiration and big dreams, while the material side is mainly digital technology. The IT and Communications industry has the mission of creating "wings" for Vietnam to fly. "The IT and Communications industry is no longer an industry that supports development but has now become the main labor force and production force," the Minister emphasized. One of the opportunities to change Vietnam's ranking is to develop the semiconductor industry and AI applications. Developing the semiconductor industry is an opportunity for Vietnam to rebuild the electronics industry. The application of AI, especially narrow-area AI, will make a breakthrough this year. This is the time to create AI applications for each field, bringing AI into every aspect of life. The Government, the Prime Minister and the Ministry of Information and Communications will continuously improve the legal environment, creating a new space for the Vietnamese ICT community to operate in production, business, stability and development. "The State is always interested and ready to share and support associations, business communities and entrepreneurs to overcome difficulties and challenges, contributing more to the development of the ICT industry and the country's economy," said Minister Nguyen Manh Hung. Digital technology enterprises will be the key factor in the two major transformations of this century, which are digital transformation and green transformation. Vietnam has been peaceful, unified, escaped poverty, and has genetic advantages in STEM-related fields, so it has all the conditions to take advantage of the 4th Industrial Revolution, thereby breaking through to become a developed country. The Minister expects Vietnam to turn itself into a hub of the global semiconductor industry, first of all a hub of human resources, then a hub of testing, packaging, manufacturing, etc. Chip development must be placed in a big picture, accompanying the electronics industry. Sharing with the Vietnam Software and IT Services Association, the Minister hopes that VINASA has big dreams, big aspirations, and big goals to accommodate many people, talented people, and other businesses. “Big goals and aspirations will lead to solidarity, to accommodate different ideas, especially breakthrough ideas. I wish Vinasa to have bigger aspirations, stronger will, deeper and more intense thinking to create breakthrough development, not to miss opportunities,” said Minister Nguyen Manh Hung. That is the call for Vietnamese businesses to make chips together by FPT Chairman Truong Gia Binh. According to FPT Chairman, 25 years ago, no one believed that Vietnam would become a software exporting country. But now we have done it, even software export revenue of FPT alone has exceeded 1 billion USD. With recent geopolitical shifts, Vietnam has the opportunity to enter the semiconductor industry. Semiconductor human resources are in short supply globally. Normally, it takes other countries 18 months to convert a software engineer to a chip design engineer. If the detailed design has been divided into zones, Vietnamese engineers can convert within 3 months, then divide the work into smaller parts to learn while working. With this way of thinking, Mr. Binh called on Vietnamese software and IT service businesses to switch to chip design. "We can follow MediaTek's idea, sell chips at cheaper prices or come up with completely new chips, but they must be AI chips, the more chips are used, the smarter they become," said Mr. Truong Gia Binh. According to a survey by VINASA, many Vietnamese experts in the US are willing to leave big companies like Qualcomm and Amkor to work in Vietnam. To quickly enter the chip manufacturing field, the VINASA Association will stand up to gather the forces of Vietnamese experts who are making chips globally. Mr. Truong Gia Binh believes that not only VINASA, but all other associations in the ICT industry can participate in the semiconductor industry, producing chips related to their fields.
