Dismantling and relocation of construction works at Bien Hoa 1 Industrial Park is still slow.

(DN) - On August 8, Provincial Party Committee member and Vice Chairman of Dong Nai Provincial People's Committee Ho Van Ha inspected the site and worked with relevant units on the progress of relocating Bien Hoa 1 Industrial Park.

Provincial leaders directly visited the companies: Tan Mai Group Joint Stock Company, Construction Investment Joint Stock Company No. 5, Ton Phuong Nam, Bien Hoa Food Mechanics and Construction Import-Export Joint Stock Company, and the construction material yard of Quoc Hang Trading and Service Company Limited. These are all businesses that have committed to the relocation progress when the provincial People's Committee leaders came to work last weekend.

Through on-site inspection, Provincial Party Committee member and Vice Chairman of Dong Nai Provincial People's Committee Ho Van Ha assessed that the dismantling and relocation of construction works was still slow and not in accordance with the commitment. Provincial leaders requested enterprises to strictly comply with the policy, promptly dismantle construction works, relocate assets to hand over clean land to the state.

“The land area that businesses are using is all in the priority area for site clearance. The deadline of August 1 has passed, and businesses have requested more land but the relocation has not yet reached the schedule,” emphasized Ho Van Ha, member of the Provincial Party Committee and Vice Chairman of the Dong Nai Provincial People’s Committee.

At the meeting with relevant units, Mr. Mai Phong Phu, Deputy Director of the Provincial Land Fund Development Center, said: Up to now, Bien Hoa 1 Industrial Park has more than 129 hectares of clean land, of which the priority area is 70.5 hectares and the remaining area is 58.5 hectares. The Center has completed 32 compensation and support plans, of which 18 plans have been submitted to the People's Committee of Tran Bien Ward for appraisal.

Mr. Pham Duc Hoang, Vice Chairman of Tran Bien Ward People's Committee informed that up to now, the ward has approved 10 compensation and support plans with zero compensation value; after completing the procedures, a decision will be issued to reclaim the land and enforce if the enterprise does not comply. The remaining 8 plans are expected to be appraised and signed for approval next week.

After listening to the report, Vice Chairman of the Provincial People's Committee Ho Van Ha commended the Provincial Police, Tran Bien Ward People's Committee and the Provincial People's Committee's Interdisciplinary Inspection Team for performing well the tasks assigned by the province, with specific products.

Regarding the relocation of enterprises, the provincial leaders said that the legal process has been basically cleared so that units can confidently carry out their professional tasks. Therefore, on August 9, the Department of Construction must complete the legal assessment report of the two buildings of Tan Mai Group Joint Stock Company, clearly showing the viewpoint and handling direction of the construction industry. The Director of the Department of Construction is required to be the commander in chief of the relocation of Bien Hoa 1 Industrial Park.

By August 11, the Provincial Land Fund Development Center and the Department of Construction must report the number of completed compensation and support plans; the People's Committee of Tran Bien Ward must count the number of approved plans. The leaders of the Provincial People's Committee noted that plans with a compensation value of 0 must be approved early. After the decision to reclaim land is made but the enterprise still does not comply, the land must be forcibly reclaimed and the electricity and water supply must be stopped according to regulations.

According to the Project to Convert Bien Hoa 1 Industrial Park into an urban - commercial - service area and improve the environment, the province will reclaim about 329 hectares of land. Of which, the priority area (area 1 and 2) is about 154 hectares and area 3 is about 175 hectares. To date, the total area of clean land is nearly 40%. The province plans to hold a groundbreaking ceremony for the construction of the Provincial Political - Administrative Center on the occasion of the upcoming National Day, September 2.
