Before proceeding with the licensing procedures for clubs to participate in the AFC tournament in the 2023-2024 season, the meeting members approved a number of proposed contents such as: a plan to conduct a field survey on the implementation of licensing for futsal clubs; proposing to approve the policy of licensing clubs to participate in the National Championship in the 2023-2024 season.

The Licensing Board has decided to grant licenses on the online licensing system to 7 clubs participating in the AFC tournament in the 2023-2024 season, including: Hanoi, Hai Phong, HAGL, Becamex Binh Duong, Nam Dinh, SHB Da Nang and Hong Linh Ha Tinh; grant licenses with penalties to Dong A Thanh Hoa Club; and not grant licenses to 4 clubs Binh Dinh, Song Lam Nghe An, Viettel and Ho Chi Minh City due to not meeting the regulations and mandatory criteria according to the AFC licensing regulations.

Licensed clubs must meet the sporting performance and AFC regulations to represent their country in AFC club competitions. Clubs that are not licensed or licensed with a sanction can appeal the decision on the online licensing system before 24:00 on 17 May.
