The Provincial People's Committee issued a Plan to implement Resolution No. 58/NQ-CP of the Government.

On June 23, 2023, Comrade Phan Tan Canh, Vice Chairman of the Provincial People's Committee, signed and issued Decision No. 335/QD-UBND of the Provincial People's Committee Chairman promulgating the Plan to implement Resolution No. 58/NQ-CP of the Government on a number of key policies and solutions to support businesses to proactively adapt, recover quickly and develop sustainably by 2025.

The contents of the Plan are as follows:

1. Purpose

Specify and implement the objectives and tasks of Resolution No. 58/NQ-CP dated April 21, 2023 of the Government on a number of key policies and solutions to support businesses to proactively adapt, recover quickly and develop sustainably by 2025; in accordance with the actual situation of the locality, ensuring the right to freedom of business, equal access to resources and business opportunities of businesses, to become the driving force of the economy.

2. Requirements

a) Identify the main tasks and solutions of each sector and level in performing the management function and supporting business development as a basis for directing, operating, organizing and implementing, ensuring the completion of business development goals; ensuring compliance with local practical conditions and the viewpoints, orientations, guidelines and policies set forth in Resolution No. 58/NQ-CP of the Government.

b) Provide maximum support for business development, considering removing barriers and difficulties for businesses as the top political task. Clear bottlenecks with the motto "as soon as possible, as effectively as possible", mobilizing and liberating social resources for investment and development.

c) Improve the investment and business environment in an open, convenient, safe and friendly manner; simplify pre-inspection and strengthen post-inspection based on clear, transparent and reasonable standards and criteria; promote the application of technology and digital transformation in the state management agency system.

d) Support key and focal enterprises to anticipate new business trends; develop new business models based on innovation, digital economy, sharing economy, circular economy, green economy and sustainable business; promote the formation of enterprises with the ability to lead in a number of potential industries and fields to create new growth drivers and achieve sustainable goals.

1. General objectives

Support and develop enterprises to proactively adapt to the new situation, stabilize production and business activities and recover quickly, innovate, develop sustainable production and business, improve competitiveness, participate in production networks, regional and national value chains; grow in quantity and quality, contribute to building an independent, self-reliant economy, proactively and actively integrate deeply, substantially and effectively into the international economy.

2. Specific goals

Striving by 2025:

a) There are 4,800-5,000 operating enterprises; 220 business households have converted into enterprises.

b) The business sector contributes about 65-70% of the province's GRDP, about 30-35% of total employment in the economy, and over 90% of total import-export turnover.

c) About 35-40% of total enterprises have activities applying science and technology and innovation.

d) 100% of business establishments including enterprises, cooperatives, and business households have raised awareness of digital transformation; about 250-300 business establishments are supported to carry out digital transformation.

d) There are 01-02 enterprises ranked in the list of enterprises with the highest brand value by prestigious ranking organizations in the world.

e) 100% of administrative procedures related to eligible enterprises are provided with online public services.

g) 80% of businesses use trained workers.

A. Tasks and solutions to be implemented in the short term:

1. Urgently remove legal obstacles and barriers to free up resources for investment in production and business.

a) Departments, branches and localities:

- Urgently review and remove obstacles for investment projects that have been licensed, have not been implemented or are being implemented to unlock investment resources for production, business and economic development; speed up the implementation progress and disbursement of investment capital.

- Review and facilitate the quick processing of investment, land, construction, environment, fire prevention and fighting procedures, etc. for real estate projects in the area that have met the conditions for real estate and construction businesses to promptly implement according to approved investment decisions to soon complete and bring products to market.

b) The Department of Construction studies and proposes solutions to remove legal difficulties and investment and construction procedures for real estate projects; continues to closely monitor the activities of the real estate market and capital mobilization of real estate enterprises.

c) The Department of Transport, the Management Board of Traffic Construction Investment Projects, relevant departments, branches and localities shall promote the implementation and disbursement of public investment capital to build socio-economic infrastructure, especially key transport projects: Road connecting Tan Son town, Ninh Son district to Ta Nang intersection, Duc Trong district; Road connecting the North-South expressway with National Highway 1 and Ca Na General Port; Van Lam - Son Hai road, Thuan Nam district.

d) The Provincial Customs Department shall study and simplify current administrative procedures to the maximum extent possible or consider applying priority import and export procedures to support businesses in optimizing time and costs at domestic implementation stages to speed up the process and procedures for importing essential goods and speed up the export of agricultural products and key export groups.

d) The Department of Agriculture and Rural Development shall preside over and coordinate with relevant agencies and localities to promote and resolutely implement solutions to overcome the European Union's IUU "yellow card", including improving regulations on logging and digitizing the inspection process - granting confirmation and certification of exploitation.

e) The provincial police review fire prevention and fighting standards, simplify procedures, create favorable conditions and reduce costs for businesses while still ensuring absolute safety; resolutely direct the fight against crimes related to illegal credit activities, report to the provincial People's Committee to implement Directive No. 12/CT-TTg dated April 25, 2019 of the Prime Minister on strengthening the prevention and fight against crimes and violations of the law related to illegal credit activities.

g) The Provincial Inspectorate shall preside over and coordinate with Departments, branches, sectors, People's Committees of districts, cities and relevant units to rectify inspection and examination activities for enterprises; especially thoroughly reduce overlap in tax and social insurance inspection activities and other specialized inspection and examination activities.

2. Support to reduce costs for businesses, increase access to preferential capital sources and state support resources

a) The Department of Finance shall implement instructions on the mechanism for using state budget funds for regular expenditures to support small and medium-sized enterprises according to Decree No. 80/2021/ND-CP dated August 26, 2021 of the Government.

b) The Provincial Tax Department continues to effectively implement support solutions on taxes, fees, charges and land rents to implement the Socio-Economic Recovery and Development Program according to Plan No. 829/KH-UBND dated March 2, 2022 of the Provincial People's Committee.

c) Department of Construction:

- Guide and resolve within authority difficulties and problems related to project management, cost management, construction norms, construction materials, construction quality management and construction contracts.

- Advise the Provincial People's Committee to direct the implementation of plans to reduce water usage fees for businesses in the area in accordance with the actual situation.

- Announce prices of common construction materials in the area according to authority and legal regulations; inspect, review, and strictly manage construction material prices; regularly monitor and closely follow developments in the construction market to promptly update and announce construction material prices according to legal regulations.

d) The Department of Industry and Trade shall strengthen inspection and supervision of petroleum trading activities in the province to ensure supply-demand balance and stabilize the petroleum trading market; effectively implement the Program on economical and efficient use of energy for the period 2020-2025, with a vision to 2030 in Ninh Thuan province according to Plan No. 964/KH-UBND dated March 27, 2020 of the Provincial People's Committee.

d) State Bank of Vietnam - Ninh Thuan Branch:

- Direct credit institutions to continue focusing credit capital on serving the production and business activities of enterprises, especially priority areas, encouraging development according to the policies of the Government and the Prime Minister; promote the implementation of Decree No. 31/2022/ND-CP dated May 20, 2022 of the Government on interest rate support from the State budget for loans of enterprises, cooperatives, and business households.

- Effectively implement the development of non-cash payments in Ninh Thuan province in the period of 2021-2025 according to Plan No. 1466/KH-UBND dated April 8, 2022 of the Provincial People's Committee; solutions to promote digital transformation of banking activities to apply new business models and provide convenient and safe technology products and services to meet the needs of people and businesses.

3. Overcoming supply chain disruptions, diversifying export markets, and expanding domestic markets

The Department of Industry and Trade implements trade promotion activities, connecting supply and demand; supports businesses in organizing and participating in fairs, exhibitions, linking and cooperating to expand goods distribution channels; supports businesses in investing in expanding production, applying e-commerce in market access; effectively implements the Action Plan to implement the Strategy for Import and Export of Goods in Ninh Thuan province until 2030 according to Decision No. 113/QD-UBND dated March 16, 2023 of the Provincial People's Committee.

4. Focus on supporting businesses to create opportunities and stabilize jobs for workers; promote the implementation of policies and solutions to support workers, train, retrain, and improve vocational skills for workers.

a) Department of Labor, War Invalids and Social Affairs presides over:

- Guidance on supporting businesses in training, fostering and improving vocational skills for employees working in small and medium enterprises according to Decree No. 80/2021/ND-CP dated August 26, 2021 of the Government detailing a number of articles of the Law on Support for Small and Medium Enterprises.

- Grasp the situation of labor fluctuations and labor relations at enterprises; organize surveys on labor recruitment needs at enterprises to promptly connect labor supply sources at enterprises; focus on closely linking vocational training with output to solve employment for workers; effectively support enterprises to promptly supply and introduce labor to enterprises to maintain production.

- Advise the Provincial People's Committee to speed up the disbursement of housing support packages for workers; promote the application of information technology and provide specific instructions to businesses in the process of managing and reviewing documents on the online system, creating convenience for workers and businesses to benefit from support policies.

b) The Bank for Social Policies - Ninh Thuan Branch continues to promote the implementation of preferential loan programs for priority subjects in the Socio-Economic Recovery and Development Program according to Plan No. 829/KH-UBND dated March 2, 2022 of the Provincial People's Committee.

B. Group of tasks and solutions in the medium and long term:

1. Continue to improve the business investment environment, reduce and simplify regulations related to business activities.

a) Departments, branches and localities:

- Continue to effectively implement Decision No. 843/QD-UBND dated December 17, 2021 of the Chairman of the Provincial People's Committee on promulgating the Action Program to implement Directive No. 18-CT/TU dated November 11, 2021 of the Provincial Party Standing Committee on continuing to strengthen the leadership of Party committees at all levels in implementing solutions to improve the province's PCI Index for the period 2021-2025.

- Focus on resolving shortcomings due to the lack of specific, overlapping and contradictory regulations in legal documents in the fields of investment, land, construction, natural resources and environment; integrate legal documents to ensure consistency, synchronization, transparency, ease of reference, ease of understanding and accessibility of the legal system; proactively or propose to reduce or simplify regulations that create new barriers causing difficulties for investment, production and business activities. Review administrative procedures related to enterprises in the direction of simplification or appropriate changes to effectively apply digital technology and deploy online public services.

- Continue to effectively implement Decision No. 882/QD-TTg dated July 22, 2022 of the Prime Minister on Approving the National Action Plan on Green Growth for the 2021-2030 period, Decision No. 687/QD-TTg dated June 7, 2022 on the Circular Economy Development Project in Vietnam, Decision No. 167/QD-TTg dated February 8, 2022 on the Program to support private sector enterprises in sustainable business for the 2022-2025 period.

- Organize monthly meetings and discussions with businesses to discuss and grasp difficulties, problems and recommendations of businesses under the management of the industry and locality; in cases beyond the authority of the Department, industry and locality, promptly report to the Provincial People's Committee (through the Department of Planning and Investment) to organize monthly and quarterly meetings and discussions with businesses on thematic topics.

b) The Department of Industry and Trade shall effectively implement Plan No. 513/KH-UBND dated February 10, 2022 of the Provincial People's Committee to implement Decision No. 386/QD-TTg dated March 17, 2021 of the Prime Minister on approving the Project on Developing the Domestic Market in conjunction with the Campaign "Vietnamese people prioritize using Vietnamese goods" until 2025 in Ninh Thuan province.

c) The Department of Justice shall effectively organize and implement the Legal Support Program for Small and Medium Enterprises for the period 2021-2025 in the province according to Decision No. 471/QD-UBND dated March 19, 2021 of the Provincial People's Committee.

d) The State Bank of Vietnam - Ninh Thuan Branch implements the Bank - Enterprise Connection Program to jointly resolve difficulties and related problems, creating conditions for enterprises to access credit capital for production and business; strengthen supervision and inspection of credit institutions in the area in implementing solutions to support enterprises under the direction of the Government and the State Bank of Vietnam.

2. Promote digital transformation and innovation in businesses

a) The Department of Planning and Investment continues to promote the implementation of support for enterprises in digital transformation according to the Law on Support for Small and Medium Enterprises to improve the efficiency of production and business activities, capacity and competitive advantages of enterprises; Coordinate with departments, branches and localities to develop plans and arrange resources to support enterprises, especially small and medium enterprises in the area to carry out digital transformation, innovation and technology transfer suitable for enterprises.

b) The Department of Information and Communications effectively implements Plan No. 4108/KH-UBND dated November 11, 2020 of the Provincial People's Committee on implementing the National Digital Transformation Program for the period 2021-2025, with a vision to 2030 in Ninh Thuan province; implements the National Strategy on developing Vietnamese digital technology enterprises to 2030.

c) The Department of Science and Technology shall preside over and coordinate with departments, branches and localities to promote incubation and development of science and technology enterprises; effectively implement the Program to support enterprises in science and technology activities; and the startup and innovation ecosystem in the province.

d) The Department of Agriculture and Rural Development shall take the lead in coordinating with departments, branches and localities to promote digital transformation in the agricultural sector, mobilize social resources; advise on the development of the Digital Transformation Project for the agricultural sector and rural development of Ninh Thuan province for the period 2023-2025, with a vision to 2030.

3. Support labor restructuring, improve human resource quality to meet the requirements of innovation and the 4.0 industrial revolution

a) The Department of Planning and Investment coordinates with departments, branches and localities to develop plans and allocate annual resources to implement activities to support training, business start-up consulting, improve business management capacity for business management teams; improve skills, and change industries and occupations for workers.

b) Department of Labor, War Invalids and Social Affairs:

- Coordinate with the Department of Information and Communications to apply information technology to organize job fairs, support employers in recruiting online; organize connection activities, job fairs with links between localities in the region, inter-regionally or nationwide; invest in forming a modern online job fair to directly connect workers and employers, without geographical barriers.

- Promote the implementation of solutions, policies and training programs for human resources with professional skills for businesses.

c) Departments, branches and localities promote the implementation of human resource development activities to serve innovation and the 4.0 Industrial Revolution according to Plan No. 4351/KH-UBND dated October 7, 2022 of the Provincial People's Committee on implementing the Project "Improving the quality of human resources in key economic sectors of the province by 2025, with a vision to 2030".

4. Enhance the effectiveness of implementing policies and resources to support businesses in improving their competitiveness, proactively integrating internationally, and capturing and anticipating new business trends and new market trends.

a) The Department of Planning and Investment shall preside over and coordinate with relevant agencies to continue implementing the Law on Support for Small and Medium Enterprises; implement Decree No. 80/2021/ND-CP of the Government detailing and guiding the implementation of a number of articles of the Law on Support for Small and Medium Enterprises in the province according to Plan No. 6099/KH-UBND dated November 8, 2021 of the Provincial People's Committee and implement the Program to support private sector enterprises to do sustainable business in the period 2022-2025.

b) The Department of Finance shall coordinate with relevant departments and branches to advise the Provincial People's Committee on allocating the state budget to implement policies to support enterprises in sustainable production and business, transforming structure and technology towards modernity, reducing carbon emissions in accordance with the provisions of the State Budget Law and relevant legal documents under the guidance of the Ministry of Finance.

c) The Department of Industry and Trade shall promote and diversify the forms of trade promotion, industrial promotion, and brand building programs of the province; strengthen training, consulting, and information provision for businesses to take advantage of free trade agreements, grasp the requirements, technical conditions, sustainable business, and carbon emission reduction of partners and international markets; effectively deploy the early warning trade information system to provide information to businesses to avoid anti-dumping lawsuits, or related information when approaching export markets.

d) The Department of Agriculture and Rural Development coordinates with the Department of Industry and Trade to promote the implementation of solutions to support the formation and development of production, processing, consumption, export and traceability chains for essential goods, agricultural products and foods, taking advantage of the purchasing power of the domestic market.

d) The State Bank of Vietnam - Ninh Thuan Branch directs credit institutions to focus on lending capital to enterprises investing in the green economic sector, reducing carbon emissions to serve green growth goals in accordance with the law.

Implementing organization

1. The plan assigns the directors of Departments, Heads of branches and units under the Provincial People's Committee, Chairmen of People's Committees of districts and cities to be responsible for:

a) Urgently concretize and institutionalize with specific regulations to promptly and effectively implement policies and solutions assigned in this Plan.

b) Regularly inspect, supervise, and ensure the progress of the objectives, tasks, and reporting regimes stated in this Plan. Regarding the monitoring, survey, and evaluation of the objectives: The Department of Information and Communications is responsible for the objectives in Section e, Clause 2, Section II; the Department of Planning and Investment is responsible for the objectives in Section a, b, and d, Clause 2, Section II; the Department of Science and Technology is responsible for the objectives in Section c, Clause 2, Section II; the Department of Industry and Trade is responsible for the objectives in Section d, Clause 2, Section II; the Department of Labor, War Invalids, and Social Affairs is responsible for the objectives in Section g, Clause 2, Section II of this Plan.

c) Strictly handle officials and civil servants who cause difficulties and harassment to businesses according to the provisions of law.

d) Regularly monitor, inspect, and supervise the progress and results of assigned tasks; annually, synthesize and evaluate the implementation status, and send it to the Department of Planning and Investment before December 15 for synthesis and reporting to the Ministry of Planning and Investment and the Provincial People's Committee.

2. Business associations, industry associations

a) Develop specific and feasible programs and measures to continue improving the quality of operations, effectively performing the role of an organization representing the business community, businessmen and employers; encourage and promote the role of Vietnamese businessmen in the period of accelerating industrialization, modernization and international integration; build and widely implement ethical standards, culture of respect for the law, social responsibility, and harmonizing the interests of Vietnamese businessmen in a socialist-oriented market economy; promote the spirit and responsibility of Vietnamese businesses and businessmen towards the nation and people.

b) Business associations promptly reflect difficulties and obstacles in the production and business process of enterprises, agencies, units, cadres, civil servants and public employees who still cause trouble and harassment in the process of handling administrative procedures and work related to enterprises so that the Provincial People's Committee can rectify and strictly handle them, contributing to improving the investment environment, creating an equal and favorable production and business environment for entrepreneurs, supporting enterprises to expand their scale and produce and do business effectively in the province.

3. The Department of Planning and Investment shall preside over and coordinate with the Office of the Provincial People's Committee to regularly monitor, urge and inspect departments, branches, sectors, and People's Committees of districts and cities in the process of organizing and implementing this Plan, periodically summarize and report on implementation results according to regulations; promptly propose to the Provincial People's Committee to resolve any problems or issues that arise.

4. During the implementation process, if it is necessary to amend or supplement specific contents of the Provincial People's Committee's Plan, the Departments, branches and localities shall proactively propose to the Department of Planning and Investment for synthesis and report to the Chairman of the Provincial People's Committee for consideration and decision./.
