Absolutely do not organize summer activities during storms.

The Minister of Education and Training issued Official Dispatch No. 1020/CD-BGDDT dated July 20, 2025 on proactively responding to Storm No. 3, sent to Directors of Departments of Education and Training from Quang Ngai and above.

The dispatch stated: According to the National Center for Hydro-Meteorological Forecasting at 1:00 a.m. on July 19, the center of Storm No. 3, internationally named Wipha, was located right in the sea north of Luzon Island (Philippines). The strongest wind speed is level 9 (75-88 km/h), gusting to level 11.

Typhoon Wipha is forecast to enter the East Sea and become the third typhoon of 2025. After entering the East Sea, the typhoon will continue to move in the West-Northwest direction at a speed of 20-25 km/h and is likely to strengthen. At 1:00 a.m. on July 22, the eye of the typhoon was in the Gulf of Tonkin, with a storm intensity of level 9-10, gusting to level 13.

This is a strong storm with complex developments, causing heavy rain over a wide area in the central and northern regions. Prolonged rain leads to water-soaked soil, posing a risk of serious landslides.

To proactively respond to Storm No. 3, the Minister of Education and Training requested the Directors of the Departments of Education and Training of provinces and centrally-run cities from Quang Ngai and above to urgently implement the following contents:

First: Regularly monitor the storm's developments closely, be on duty 24/7; maintain regular contact with authorities and local rescue forces to promptly respond in case of an incident.

Second: Move files, documents, assets, machinery, equipment, tables and chairs to a safe place to ensure that they are not damaged, broken or lost. Pay special attention to the preservation of exam papers, files and documents related to the 2025 High School Graduation Exam.

Third: Absolutely do not organize summer activities, especially in areas at risk of flooding and landslides. Establish a communication channel with parents to manage students when participating in summer activities, minimizing risks that may occur due to storms.

Fourth: Urgently repair damage; clean and sanitize schools/classrooms immediately after storms to ensure safety, cleanliness, and disease prevention.

Fifth: Continuously update information, summarize damages and develop a plan to report to the Provincial People's Committee for remediation, and at the same time report to the Ministry of Education and Training at the address: Department of Planning and Finance, Ministry of Education and Training, No. 35 Dai Co Viet, Bach Mai Ward, Hanoi City to summarize and report to the Government.
