Mr. Duan was born and raised in a poor family. After finishing high school, he stayed home to help his parents develop the economy and actively participated in local activities. With the desire to contribute part of his efforts to building his hometown, he majored in law at the Provincial Political School. After graduating, he returned to his hometown to live and participate in youth movements. In 2009, he was elected Secretary of the Ngam village Youth Union. From 2015 to present, he has been the Party Secretary and Head of Ngam village.
Ngam village has 76 households, with 395 people, mainly ethnic minorities, of which the Thai ethnic group accounts for more than 80%. To develop the economy , he and his Party Committee, the village management board, the Fatherland Front working committee and mass organizations promote propaganda and mobilize people to actively change the structure of crops and livestock, apply science and technology in production to increase productivity and output. Encourage households with economic conditions to take advantage of the potential and advantages of the village to develop community tourism, in order to increase income.
Currently, many households in the village have changed their thinking and working methods, built models for developing household economy and raising livestock; invested capital to buy fertilizer to take care of the bamboo and bamboo forests. In the village, about 20 households have built accommodation facilities and provided tourism services. In the first 6 months of 2025, Ngam village welcomed about 6,000 visitors to visit and experience. Tourism development has created jobs for many workers in the village.
Implementing the National Target Program on New Rural Development, Ngam village faced many difficulties and challenges due to its low starting point, unsynchronized infrastructure, and high poverty rate. Therefore, in the Party cell meetings, Mr. Duẩn and the Party Committee identified the criteria that the village was facing difficulties in order to find solutions. At the same time, he directed mass organizations to promote propaganda to raise people's responsibility in New Rural Development. Thanks to good propaganda and mobilization work, people in the village voluntarily contributed labor and money to build roads; actively participated in cleaning and sanitation and planting flowers along the roads to create a green - clean - beautiful landscape; built new and renovated houses.
Mr. Duan shared: In order for people to actively participate in village work, one must take the lead and be a good example; always listen to people's thoughts and aspirations to resolve them in a reasonable and sympathetic manner. If the matter is beyond one's authority, one must promptly report to superiors for resolution, not letting conflicts and frustrations among the people drag on.
Currently, the appearance of Ngam village has changed a lot, the infrastructure has been invested in and built spaciously, meeting the living needs of the people. The material and spiritual life of the people has improved, the average income per capita has reached 38 million VND/person/year.
