(Dan Tri) - On the morning of March 14, the Ministry of Home Affairs sent to Prime Minister Pham Minh Chinh a proposal to grant a Certificate of National Merit to Senior Sergeant Nguyen Ngoc Minh Nhat, a mobile police officer, Ba Ria - Vung Tau Provincial Police.
Specifically, in the submission No. 320/TTr-BNV dated March 14, 2025, Deputy Minister of Home Affairs Nguyen Ba Hoan clearly stated the basis for submitting to the Prime Minister the certificate of national merit for cases eligible for martyr recognition. That is the Ordinance on preferential treatment for people with revolutionary contributions and Decree 113/2021/ND-CP of the Government detailing and implementing measures for the Ordinance.
Accordingly, the leaders of the Ministry of Home Affairs proposed to award the Certificate of National Merit to Senior Sergeant Nguyen Ngoc Minh Nhat, officer of the Mobile Police Department, Ba Ria - Vung Tau Provincial Police.

Previously, Mr. Nguyen Ngoc Minh Nhat was posthumously awarded the Second Class Fatherland Protection Medal by the President, the Ministry of Public Security posthumously promoted him to the rank of Sergeant, and the Central Executive Committee of the Ho Chi Minh Communist Youth Union awarded him the Brave Youth badge.
According to a report from the Ba Ria - Vung Tau Provincial Police, at 7:35 a.m. on March 3, a working group from Ward 7 Police, Vung Tau City, came to the house to invite Duong Huu Tri (also known as Ty Heo, 38 years old, residing in Ward 7, Vung Tau City) to the headquarters for a drug test.
However, Tri did not comply and aggressively chased and slashed an officer of Ward 7 with a knife, tearing his shirt. Afterwards, Tri returned to burn the working group's car and went home.
Upon receiving the news, the regional criminal investigation team in charge of Vung Tau City, consisting of many forces, came to the house and tried to persuade Tri, but he did not comply. The subject continued to barricade himself in the house, cursing and threatening to use weapons to attack the police force.
Then, Tri stood upstairs and threw boiling water, causing a police officer from Ward 7 to be burned. The task force, including Nguyen Ngoc Minh Nhat, approached to control the subject.
While approaching and restraining Tri, Nhat was stabbed in the right chest. The task force took him to Vung Tau Hospital for emergency treatment. However, at around 1:30 p.m. the same day, Nhat passed away.
