On the morning of November 29, with 95.95% of delegates in favor, the National Assembly passed a Resolution on continuing to implement a number of resolutions of the 14th National Assembly and from the beginning of the 15th term to the end of the 4th session on thematic supervision and questioning.
The National Assembly requested the development and synchronous promulgation of documents to effectively implement the salary policy reform plan from July 1, 2024.
Focus on arranging administrative units at district and commune levels
In the field of internal affairs, the National Assembly requested to urgently summarize 20 years of implementing the organizational model of the Government and local governments, on that basis, study and amend and supplement the Law on Government Organization, the Law on Local Government Organization and study and develop the Project on the organizational structure of the 16th Government.
At the same time, innovate and improve the civil service and public employee regime. In particular, review, propose, amend and supplement the provisions of the Law on Cadres, Civil Servants and Public Employees; continue to streamline the payroll to achieve the goal of reducing 5% of the civil service payroll and 10% of the career payroll receiving salaries from the state budget by 2026 compared to 2021.
The Resolution also noted that it is necessary to promptly and qualitatively complete the construction of job positions in state administrative agencies, organizations and public service units of ministries, branches and localities.
By the second quarter of 2024 at the latest, complete the development of the job position project in administrative agencies, organizations, and public service units under the management of the Government and state administrative agencies. Develop and issue synchronous documents to effectively implement the salary policy reform plan from July 1, 2024.
By the end of 2025 at the latest, the Government, the Prime Minister and relevant agencies shall direct localities to complete the arrangement of cadres, civil servants, public employees and workers at district and commune-level administrative units to implement the arrangement for the 2019-2021 period.
Focus on organizing and implementing the arrangement of administrative units at district and commune levels in the 2023-2025 period, ensuring stable operation of the organizational apparatus, arranging redundant cadres and civil servants, and promptly resolving regimes and policies according to regulations.

Control textbook quality, revise teachers' salaries
In the field of education and training, the National Assembly's resolution clearly stated that the policy of fundamental and comprehensive innovation in education and training should continue to be implemented. The strategy for education and training development to 2030, with a vision to 2045, should be urgently issued; and a plan for organizing high school graduation exams from 2025 should be planned.
Along with that, it is necessary to strengthen quality control and efficiency in compiling, appraising and publishing textbooks; strictly implement Resolution No. 686/2023 of the National Assembly Standing Committee on thematic supervision of the implementation of Resolution No. 88/2014 and Resolution No. 51/2017 of the National Assembly on innovation of general education programs and textbooks.
At the same time, effectively implement career guidance, student orientation in general education, school psychological counseling, solutions to ensure school safety, especially overcoming school violence; preventing and combating drowning for students.
The National Assembly's Resolution also requires research, review, and proposal to amend regulations on salaries and preferential allowances for teachers, especially teachers working in extremely disadvantaged areas, specialized schools, and preschools, when reforming salary policies in accordance with the overall situation and actual conditions of Vietnam.
Develop the team of teachers and educational managers, overcome the shortage of teachers and local surplus of teachers; have solutions to develop the team of teachers teaching ethnic minority languages; promptly amend and supplement regulations on management of extra teaching and learning activities.
In addition, the National Assembly also requested to review, amend and supplement mechanisms and policies on land use, facilities, public assets, and management models to improve the effectiveness of university autonomy; invest appropriate resources and improve the quality of university education to meet the requirements of the labor market; focus on training 50,000 - 100,000 high-quality human resources for the semiconductor chip manufacturing industry by 2025 and 2030; focus on training and developing high-quality human resources from ethnic minorities...
Early put Viet Duc Hospital and Bach Mai Hospital 2 into operation
In the health sector, the National Assembly requested to continue to promote disease prevention and control, invest in medical examination and treatment facilities, and protect people's health, especially in densely populated areas, disadvantaged areas, industrial parks, and high-tech zones. Strictly implement the requirement to allocate at least 30% of the health budget for preventive medicine.
Along with that, gradually overcome the uneven quality of medical examination and treatment among levels, regions, and areas across the country.
The National Assembly noted that by 2024, it is necessary to have a plan to completely resolve difficulties and shortcomings, promptly put Viet Duc Hospital and Bach Mai Hospital 2 in Ha Nam province into operation, and have a solution to completely resolve the shortage of drugs and medical supplies at public hospitals.
"Ensure adequate vaccines and maintain vaccination rates above 90% for all vaccines in the Expanded Immunization Program," the resolution stated.
