According to the Ho Chi Minh City People's Committee, in terms of removing difficulties, promoting potentials and social resources, in the field of investment management, the city has allocated VND 3,794 billion to support poverty reduction and job creation; approved a list of 7 urban development locations in the direction of public transport development (TOD) along Metro Line 1, Metro Line 2, and Ring Road 3; issued a list of 41 investment projects in the fields of health, education, and culture under the public-private partnership model; 5 BOT projects to upgrade, expand, and modernize existing roads to be implemented by 2028, and allocated VND 50 billion in medium-term capital for 2021-2025 to prepare the project.

With the special mechanism from Resolution 98/2023, Ho Chi Minh City has achieved many outstanding results, including urban development in the TOD direction.

The city has included in the balance from the city budget salary reform source to spend additional income of 11,287 billion VND; the budget expenditure estimate of the District People's Committee has been allocated an unallocated amount of 2% to 4%, and has arranged the 2024 budget with a maximum of 4% of 688.6 billion VND; the city has applied the mechanism of converting the purpose of using rice-growing land under 500 hectares for 1 project; has approved the investment policy for 1 project, providing the market with about 2,000 social housing apartments; 5 units have registered to convert waste-to-energy incineration technology for 5 factories.

Regarding the operating mechanism of Thu Duc City, basically, the urban government model of Thu Duc City is operating stably with a suitable and specialized local government apparatus, meeting the requirements of performing tasks. In particular, the decentralization and authorization mechanism has been deployed promptly, synchronously and practically, helping to speed up the work of site clearance and land recovery, contributing significantly to Thu Duc City achieving a disbursement rate of public investment capital of over 98%, creating conditions for agencies and units in Thu Duc City to promote their roles and strengths in performing tasks.

In the coming time, the Ho Chi Minh City People's Committee will review the implementation of specific mechanisms in programs, projects, and state management activities of each agency; Establish inspection teams to implement specific mechanisms and policies issued by competent authorities...

In addition, Ho Chi Minh City also sets out key tasks in the field of investment management such as issuing detailed regulations on the form of information disclosure of the list of projects attracting strategic investors to Ho Chi Minh City; deciding on the list of new preferential industries and occupations arising from the world's new technology development trends or from the city's socio-economic development practices in line with the country's orientation on developing a green economy, circular economy, sharing economy, digital economy, and sustainable development. For the field of state budget finance, Ho Chi Minh City People's Committee will issue a Plan to organize auctions for leasing of production and business premises, housing and land.

Ho Chi Minh City People's Committee will issue a pilot plan for the urban development model following the TOD orientation; issue regulations on the order, procedures and plans for implementing land allocation and land lease procedures for land areas belonging to the land fund managed by the State in the case of rearrangement and handling of public assets as determined in the BT contract to pay investors... Regulations on adjusting construction density, social infrastructure indicators, technical infrastructure of independent public investment projects in the vicinity of stations on railway lines approved by competent authorities, and in the vicinity of traffic intersections along Ring Road 3 within the city.
