On the afternoon of November 24, Comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired the regular meeting of the Provincial People's Committee in November 2023.
Attending the meeting were comrades: Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council; Bui Thanh An - Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee; Bui Dinh Long - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Committee; and leaders of departments, branches and sectors.

At the meeting, the reports and opinions of the members of the Provincial People's Committee unanimously assessed that in 2023, the whole province implemented the socio-economic development plan in conditions facing many difficulties and challenges due to the influence and impact of the world and domestic economic situation.
In that context, under the leadership of the Provincial Party Committee; the timely, close and effective coordination of the Provincial People's Council; the drastic, timely, flexible and effective direction and management of the Provincial People's Committee; the solidarity and close coordination of all levels, sectors and localities and the efforts of the people and businesses, the socio-economic situation of the province still achieved quite positive results in many sectors and fields with 24/28 main targets completed and exceeding the set plan.

In which, the economy maintained its growth momentum, the growth rate of the total product value in the province (GRDP) is estimated at 7-7.3% (internal estimates, official data will be updated when the General Statistics Office announces). In which, the agriculture, forestry and fishery sector is estimated to increase by 4.55%; the industry - construction sector is estimated to increase by 7.68%; the service sector is estimated to increase by 8.5%; product tax minus product subsidies is estimated to increase by 6.0%.
Attracting FDI continues to be a highlight, with total registered capital reaching over 1.298 billion USD as of November 20, including many large-scale projects. Notably, in 2023, Nghe An will continue to be in the top 10 localities attracting the highest FDI capital in the country. Total export turnover is estimated at 2.88 billion USD, up 13.51% compared to 2022, reaching 100.4% of the plan.

As of November 20, the total public investment plan for 2023 had disbursed more than VND 6,004 billion, reaching 66.47%; of which concentrated public investment capital disbursed over VND 3,160 billion, reaching 56.59%. It is expected that in 2023, the total disbursed public investment capital will reach 95.11% of the plan, of which concentrated public investment is estimated to reach 95.72%. Many important works and projects have been accelerated, some projects have been put into operation and promoted effectively.
Budget revenue in 2023 is estimated at 17,771 billion VND, exceeding the estimate assigned by the Provincial People's Council, equal to 79.02% of the implementation in 2022. Of which, domestic revenue is estimated at 16,600 billion VND, reaching 113.8% of the estimate, revenue from import-export activities is estimated at 1,150 billion VND, equal to 92% of the estimate. Budget expenditure in 2023 is estimated at 35,661 billion VND, equal to 107.5% of the estimate.

Administrative reform work has been focused on, led and directed resolutely and has made clear changes; Advised the Standing Committee of the Provincial Party Committee to establish the Provincial Administrative Reform Steering Committee headed by the Provincial Party Secretary. Directed the implementation of the project to expand the administrative boundaries and urban space of Vinh city according to plan.
Along with that, we have done a good job of taking care of cultural and social development, especially ensuring social security. Politics and society are stable, national defense, security, and social order and safety continue to be maintained. Foreign affairs activities have been actively implemented, achieving many positive results in all fields.

The province has mobilized 148 organizations and individuals to register to support the construction and repair of houses for the poor and people with housing difficulties with 12,196 houses, equivalent to 618,144 billion VND. To date, 5,322 houses have been built and repaired.
In particular, Nghe An has been issued Resolution No. 39-NQ/TW by the Politburo on the construction and development of Nghe An province until 2030, with a vision to 2045; the Prime Minister has approved the Provincial Planning for the period 2030, with a vision to 2050. These are important political and legal bases to continue to create strong development momentum for Nghe An province in the coming period.

However, in addition to the achieved results, the socio-economic situation in 2023 also has many difficulties and limitations that need to be continued to focus on overcoming such as: GRDP growth target has not yet reached the set target, creating great pressure on the completion of the goals of the entire period 2021-2025; production and business activities still face many difficulties.
The progress of disbursement of public investment capital for some programs and projects is still slow; the lives of a part of the population are still difficult; state management in some areas is still inadequate; administrative reform, although having positive changes, still fails to meet the requirements.
