
Comrade Vo Thanh Binh, Member of the Provincial Party Standing Committee, Head of the Provincial Party Committee's Propaganda and Mass Mobilization Commission chaired the meeting. Attending the meeting were representatives of the Provincial Party Committee's Organization Board, Provincial Party Committee Office, Department of Finance, Department of Ethnic Minorities and Religions, Lam Dong Newspaper and Broadcasting, and Provincial Post Office .

At the meeting, delegates assessed the current situation of purchasing and reading Party newspapers and magazines before the merger of administrative units in the three provinces of Lam Dong, Binh Thuan and Dak Nong.

Accordingly, the implementation of Conclusion Notice No. 173-TB/TW, dated April 6, 2020 of the Secretariat on continuing to implement Directive No. 11-CT/TW of the 8th Politburo on purchasing and reading Party newspapers and magazines in the 3 provinces has achieved remarkable results.

However, after the merger of provinces and the implementation of two-level local government, the number of newspapers that government agencies need tends to decrease sharply. Some agencies have subscribed to newspapers, but the number is not commensurate with the total number of existing Party cells and Party committees.

The main reason is that units have not been allocated funding when implementing a two-level government; communes and wards have not subscribed to newspapers or have not subscribed to many because they have to review the list of people with 40 years of Party membership; agencies have rebalanced funding sources because Lam Dong Newspaper changed its publishing plan and doubled the price of the newspaper...

At the meeting, representatives of the leaders of departments and branches agreed to continue implementing the purchase and reading of Party newspapers and magazines. At the same time, they discussed feasible plans to advise the Standing Committee of the Provincial Party Committee to direct the implementation of Directive No. 11-CT/TW of the 8th Politburo on purchasing and reading Party newspapers and magazines.

The discussion focused on identifying the subjects who are provided and distributed free Party newspapers and magazines, counting the quantity; distribution methods; funding sources, etc. The departments and branches agreed to assign a focal unit to carry out the provision and distribution of Party newspapers and magazines to the grassroots level.

Concluding the meeting, comrade Vo Thanh Binh, member of the Provincial Party Standing Committee, Head of the Provincial Party Committee's Propaganda and Mass Mobilization Department, emphasized a number of contents that need to be implemented in the coming time.
In particular, advising the Provincial Party Standing Committee to direct the implementation of Directive No. 11-CT/TW of the 8th Politburo on purchasing and reading Party newspapers and magazines, the Provincial Party Committee's Propaganda and Mass Mobilization Department assigned the Propaganda, Press and Publishing Department to advise on a specific draft for the Department to submit to the Standing Committee so that the directive on purchasing and reading Party newspapers and magazines can be issued soon for application in the province. Before submitting, the opinions of relevant agencies will be sought.
Regarding the issuance and distribution of newspapers to prestigious people, the Department of Ethnic Minorities and Religions continues to implement.
The Head of the Provincial Party Committee's Propaganda and Mass Mobilization Department requested relevant agencies to rebuild the content of their units to advise the Standing Committee to re-issue regulations and plans to provide free newspapers to the subjects.
On that basis, the 2025 plan continues to be implemented according to the previous 3 provinces. The allocation method when the district level is abolished will be assigned to communes, wards, and special zones based on statistics of beneficiaries in the area according to regulations; communes and special zones will prepare annual budget estimates, and the Department of Finance will balance to allocate funds.
From 2026 onwards, the Provincial Party Committee's Propaganda and Mass Mobilization Department will advise in the following direction: for those with 30-40 years of Party membership, depending on the specific number, it will be submitted to the Standing Committee for consideration; for those with 40 years of Party membership or more, the provision and distribution of Party newspapers and magazines will still be free.
During this time, the Provincial Newspaper and Broadcasting Service and the Provincial Post Office must still ensure the delivery of newspapers to previously distributed subjects until the end of 2025.
