The delegation included leaders of Tuyen Quang province; representatives of Military Region 2, Military Medical Academy, Ho Chi Minh Communist Youth Union Central Committee, Tuyen Quang Provincial Military Command, Tuyen Quang Provincial Youth Union; representatives of a number of agencies and units under the Ministry of National Defense , the General Department of Politics of the Vietnam People's Army, Military Region 2 and 80 outstanding cadres and youth union members from agencies and units throughout the army.

Next, Senior Lieutenant General Le Quang Minh and the delegates visited and offered incense at Tan Trao communal house and Tan Trao banyan tree, special historical sites of the country, places associated with the name and revolutionary career of President Ho Chi Minh and previous leaders who contributed to building and developing the Vietnamese revolutionary movement from the beginning. This is also the place that marked the important events of the country during the period of preparation for the August 1945 General Uprising to seize power and during the resistance war against the French colonialists.
