Prime Minister: Create a breakthrough in private economic development like the previous "contract 10" in agriculture

(Chinhphu.vn) - On the afternoon of August 10, chairing a meeting with the Private Economic Development Research Board (Board IV, under the Prime Minister's Advisory Council for Administrative Procedure Reform), Prime Minister Pham Minh Chinh emphasized the need to continue to successfully and effectively implement Resolution 68 of the Politburo, creating a real breakthrough to develop the private economy similar to the previous "contract 10" in agriculture.

Attending the meeting were: Politburo member, Permanent Deputy Prime Minister Nguyen Hoa Binh ; Party Central Committee member, Deputy Prime Minister Nguyen Chi Dung; leaders of ministries, branches, central agencies; members of the Prime Minister's Policy Advisory Council.

At the meeting, delegates discussed the implementation and implementation of Resolution 68-NQ/TW of the Politburo on private economic development; proposed tasks and solutions to continue implementing the Resolution, mobilizing strength, calling on all people to participate in economic development, especially solutions on communication and advocacy; built a set of indicators to measure and monitor the implementation of Resolution 68 and the initiative to organize the Program "Panorama of Vietnam's Private Economy".

In his concluding remarks, stating that the meeting aimed to continue implementing Resolution 68 of the Politburo, Prime Minister Pham Minh Chinh assigned the Government Office to fully absorb opinions, complete and submit for issuance the Conclusion Notice as a basis for ministries, branches and agencies to implement.

The Prime Minister emphasized that private economic development is a major policy of the Party and State, one of the most breakthroughs in economic development. Currently, all levels, sectors and relevant entities are resolutely and actively organizing the implementation of Resolution 68 in a synchronous, comprehensive and comprehensive manner so that the Resolution can be put into practice, bringing about specific, measurable and effective results, contributing to the socio-economic development of the country, promoting growth of 8.3% to 8.5% this year and double-digit growth in the coming years, restructuring the economy, innovating the growth model towards digitalization, greening, circulation, rapid and sustainable development, building an independent and self-reliant economy associated with deep, substantive and effective international integration, realizing the goal and vision of becoming a developing country with modern industry and high middle income by 2030 and a developed country with high income by 2045.

The Prime Minister acknowledged and commended the achievements and contributions of Committee IV in the past time, especially in promptly grasping and reflecting the practical situation of the private economic sector, especially administrative procedures; proactively consulting on strategic mechanisms and policies on private economic sector development; creating effective dialogue mechanisms between the State and investors; contributing to building a network of Vietnamese enterprises and business associations; actively participating in the development of Resolution 68 of the Politburo on private economic development, the Resolution of the National Assembly and the Government's Action Program to implement Resolution 68.

To continue successfully and effectively implementing Resolution 68 of the Politburo and related resolutions of the National Assembly and the Government, the Prime Minister emphasized the need for new thinking, methodology and approaches, specifically a comprehensive, global, all-people approach; placing the implementation of Resolution 68 within the overall development of the country, within the system of revolutionary, pillar, breakthrough and strategic tasks according to the resolutions of the Party, National Assembly and Government; implementing with a spirit of speed, breakthrough and even more breakthrough in the coming time to turn the situation around and change the status.

To do so, it is necessary to remove institutional, mechanism and policy barriers, ensure open institutions; attract resources from the whole society; promote breakthroughs in science and technology development, innovation, digital transformation; develop human resources and smart governance; and build modern and smooth infrastructure.

The Prime Minister affirmed that we must promote the spirit of daring to think, daring to do, daring to take responsibility, renewing thinking, acting decisively, looking far and wide, thinking deeply and doing big things, because resources originate from thinking and vision, motivation originates from innovation and creativity, strength originates from people and businesses. The State must promote the role of creation, businesses must innovate and create, promote the development of a socialist-oriented market economy under the leadership of the Party, the management of the State, and the ownership of the people.

Regarding some tasks in the coming time, the Prime Minister pointed out the need to create favorable and open institutions and mechanisms to mobilize the combined strength and capital of the entire people, the entire society, and the private economic sector. Institutions are a resource and a driving force for development, so it is necessary to remove institutional bottlenecks so that Resolution 68 can bring about the same effect as the previous "contract 10" in agriculture.

At the same time, create an environment of equal competition, equal access to the country's resources; build trust for people and businesses, harmonize interests between the State, people and businesses; support resources (such as taxes, fees, charges, etc.), trust in assigning work to the private economic sector. From there, create motivation, inspiration, encourage participation, and positive response of people in starting a business, developing the private economy with a spirit of peace of mind, trust, and excitement, contributing to the development of the country, realizing the set goals.

The Prime Minister agreed to assign the Ministry of Finance, Committee IV and relevant agencies to urgently develop indicators to measure and evaluate the implementation of Resolution 68 and resolutions of the Government and the National Assembly, as well as to assess the business environment in general. The spirit is that the set of indicators must reflect accurately and accurately, to operate on the basis of data, ensuring "6 clear": clear people, clear work, clear time, clear products, clear responsibilities, clear authority and "3 easy": easy to monitor, easy to promote, easy to evaluate.

The Head of Government emphasized the need to create an ecosystem to turn 5 million business households into enterprises, small enterprises into large enterprises, large enterprises into larger enterprises, into multinational enterprises participating in the global value chain, developing based on science and technology, innovation, digital transformation, developing the digital economy, green economy, circulation, etc.

The Prime Minister also agreed to the policy of organizing the Program "Panorama of Vietnam's Private Economy", ensuring substance and effectiveness. Along with that, the Prime Minister requested Committee IV to study the establishment of the Private Economic Development Fund. Regarding communication work, the Prime Minister noted to increase information about advanced examples, good models, good practices; honor outstanding and deserving collectives and individuals./.
