Prime Minister chairs meeting of Steering Committee for Government apparatus reorganization

Considering that innovation and restructuring of the organizational apparatus is an especially important, complicated, and sensitive task, while time is running out, the Prime Minister requested that implementation must be unified and highly determined.

On the evening of November 30, Prime Minister Pham Minh Chinh, Head of the Government's Steering Committee on summarizing the implementation of Resolution No. 18-NQ/TW dated October 25, 2017 of the 6th Central Conference of the 12th tenure "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently" (Resolution No. 18 - NQ/TW) chaired the first meeting of the Steering Committee.

Also attending were Permanent Deputy Prime Minister Nguyen Hoa Binh, Deputy Head of the Steering Committee; Deputy Prime Ministers Tran Hong Ha, Le Thanh Long, Ho Duc Phoc, Bui Thanh Son and a number of Ministers who are members of the Steering Committee.

At the meeting, the Steering Committee studied and discussed proposed tasks, plans and solutions on innovation and rearrangement of the organizational model of the Government, ministries, ministerial-level agencies and agencies under the Government towards streamlining, effective and efficient operations, meeting requirements and tasks in the new period; developed a Project to summarize 20 years of implementing the organizational model of the Government and proposed the organizational structure of the 16th Government, term 2026-2031.

In particular, the Steering Committee members presented a number of models and experiences; at the same time, proposed coordination between ministries, ministerial-level agencies, government agencies and relevant agencies and organizations in implementing innovation and reorganization of the Government apparatus, associated with streamlining the payroll, restructuring, improving the quality and effectively using the team of cadres, civil servants and public employees.

Concluding the meeting, the Prime Minister emphasized that the Central Steering Committee on summarizing the implementation of Resolution No. 18-NQ/TW held its first meeting and the recent 13th Central Executive Committee Conference clearly defined the tasks of summarizing Resolution No. 18-NQ/TW and streamlining the organizational apparatus.

Considering that innovation and reorganization of the apparatus is an especially important, complicated, and sensitive task, while time is running out, the Prime Minister requested that the implementation must be unified and highly determined, urgent, serious, democratic, scientific, and objective, in the spirit of "clear thinking, high determination, great effort, and drastic action; whatever is done, finish it."

Request ministries, branches and agencies under the Government to establish a Steering Committee or Working Group headed by a Head to immediately implement tasks on innovation and reorganization of the apparatus according to the Central Steering Committee and the Government Steering Committee; develop a reorganization plan, clearly define the functions, tasks and powers of each ministry, branch and agency. The Prime Minister clearly states that the implementation of reorganization of the apparatus must go hand in hand with the reorganization of the Party organization in ministries, branches and agencies under the Government.

At the same time, review and draft legal documents based on functions, tasks and powers; pay special attention to personnel arrangement and personnel policies in the process of innovation and restructuring of the organization and apparatus.

The Prime Minister assigned the Ministry of Home Affairs - the Standing Agency of the Government Steering Committee to coordinate with the Government Office to continue to complete the draft of the Government's general plan; guide ministries, branches and agencies to summarize Resolution No. 18-NQ/TW and continue to innovate and rearrange the organizational apparatus of ministries, branches and agencies under the Government.

The process of implementing innovation and restructuring the organizational apparatus must not affect work, must be continuous, smooth, and ensure the completion of political tasks, especially the tasks of 2024, the entire 2021-2025 term, and Party Congresses at all levels leading up to the 14th National Party Congress.

Regarding the arrangement of State-owned Corporations and Groups, the Prime Minister requested to continue building large economic groups - the "iron fists" of the country, while small and specialized enterprises are assigned to Ministries and branches to both manage the State and represent the owners.

Regarding the names of ministries, branches and agencies after the rearrangement, the ministries and branches will consult and propose plans to the Steering Committee for consideration and submit to competent authorities./.
