I absolutely support the contents of this Capital Law, because it inherits the previous Capital Law and updates new regulations and new mechanisms applied to localities, and also accumulates those quintessence into the Capital Law.

Most countries have a law specifically for the Capital, because the Capital is the heart of the country, so it needs to have very special mechanisms. More importantly, the Capital is the administrative and political center, the face of the country, so mechanisms and policies must be strongly decentralized to the Capital's leaders to make early decisions, as well as adjust any unreasonable things right away, without having to wait for the procedure to ask for the Government's opinion.

I find the contents of the Capital Law to be very comprehensive. I am most interested in the issue of decentralization, delegation of power in the organization of the apparatus, urban management and expansion of the development space of the Capital. Those decentralization contents will help the Capital reduce the current congestion in traffic, infrastructure, hospitals, and schools. When the development space is expanded, the population density in the central area will be reduced.

The important thing now is that we must support the Capital to complete the urban railway system in the Capital and expand the space to the South and North of the Red River, taking the Red River as the central axis, so that Hanoi becomes a place worth visiting and people who want to visit must now return.

But we must preserve the cultural space and unique beauty of the Capital. Therefore, I still like the Capital to have “small streets and alleys”, the area of ​​36 old streets is only renovated, we must preserve the soul of the Capital. We must preserve the political, administrative, cultural center with a thousand years of civilization, the cultural beauty of the Capital is the most important.

There is a plan to expand to 5 urban development spaces, in addition to the central urban area there are 4 satellite cities, the problem is connecting infrastructure for expansion. To connect infrastructure, there must be resources and decentralization to do it quickly. Therefore, the Capital Law must promote decentralization to do it quickly.

The Capital Law (amended) was passed with a very high number of votes, demonstrating that the National Assembly deputies pay special attention to the overall development of the Capital as well as the overall development of the country. We know that the current legal framework of the Capital Law is no longer suitable for the development trend of the country, so we have amended the Capital Law, creating a more suitable and favorable legal corridor for the development not only of the Capital but also of the whole country.

We all know that the Capital is the political, cultural, economic and social center of the country and when the Capital leads and regulates the country's development, the country will develop sustainably, achieving the goals we set in the Resolution of the 13th Party Congress.

One of the things I highly appreciate and appreciate very positively in this Capital Law is the cultural regulations. Hanoi is always proud to be the capital of a thousand years of culture, where the cultural values ​​of the country converge and shine. Therefore, the provisions that create conditions for the development of the capital's culture also create conditions for the shine of the country's culture and in this Capital Law, we have many regulations related to culture.

In addition, we also resolve the problems in the Law on Investment under the public-private partnership model or in the Law on Management and Use of Public Assets. From there, we create favorable conditions for the cultural sector to have new developments.

I highly appreciate the provisions that promote the development of Hanoi's cultural industry. We all know that the Capital is very interested in developing the cultural industry. We have Resolution 09-NQ/TU on the development of the cultural industry in the Capital and to put this concern into practice, the provisions related to the development of the cultural industry in the Capital will really help our views and policies to be better implemented.

The Capital Law is one of the legal bases to realize the goal of “the whole country for Hanoi, Hanoi for the whole country”. Thus, first of all, one of the core issues in the Capital Law is the mechanisms and policies to develop the Capital into a political, economic and cultural center of the whole country; most importantly, to promote the tradition of the thousand-year-old Capital and the civilized, modern Capital.

At the same time, the Law on the Capital (amended) has legalized the contents on decentralization and delegation of power to administrative levels of localities, from cities to districts and wards, thereby creating a mechanism for authorization and decentralization, helping the city's Party Committee and government to promote potential and advantages.

Hanoi has proven to be one of the centers attracting talents and scientists of the whole country. The Law on the Capital has paid special attention, in which it determined that the issue of building and developing the intellectual and scientific team is extremely important, even the decisive mechanism for developing and elevating the Capital.

I think that the Capital with its tradition and experience in attracting talents and scientists in the past, with new policies and new legal bases, will be able to promote its potential and advantages and Hanoi will certainly attract many talented people. From there, Hanoi will be one of the localities with all the factors of "favorable location and harmony" to promote scientists well. This is one of the extremely important factors and agents for the development of the Capital in the coming time.

In addition, the Law also stipulates the innovation of mechanisms and policies to attract investors. In particular, bringing Hoa Lac High-Tech Park to Hanoi is also the basis for the city to have the environment and conditions to attract investors and scientists to contribute to the construction and development of the capital.
