The Office of the Hanoi People's Committee has just issued Notice No. 532/TB-VP on the Notice of Conclusion of the Chairman of the City People's Committee Tran Sy Thanh at the working session on the implementation of investment in the construction of a number of large bridges across the Red River in the City.

Accordingly, the policy of implementing the investment project to build Tu Lien bridge and the road from Tu Lien bridge to Hanoi - Thai Nguyen expressway using public investment capital (investment in building Tu Lien bridge and the road from Tu Lien bridge to Truong Sa road is studied according to the EPC contract direction).

The Chairman of the Hanoi People's Committee assigned Vice Chairman of the City People's Committee Duong Duc Tuan to work with the Pacific Construction Group, China and Vingroup Corporation - Joint Stock Company to discuss and agree on the investment plan for the construction of Tu Lien Bridge to ensure feasibility, efficiency, and early implementation of investment and construction. At the same time, the Department of Planning and Investment was assigned to urgently review the Submission No. 5744/TTr-SGTVT dated November 6, 2024 of the Department of Transport on the Pre-Feasibility Study Report of the Investment Project, advise and propose a report to the City People's Committee to submit to the competent authority to organize the appraisal and approval of the investment policy in January 2025. Advise and propose a plan to allocate public investment capital to implement the Investment Project.

Regarding the Tran Hung Dao Bridge and the road at both ends of the bridge investment project, Hanoi City agrees on the policy of implementing the investment project using public investment capital. Assign the Department of Transport to urgently organize the preparation of the Pre-Feasibility Study Report of the Investment Project (assigned in Decision No. 5262/QD-UBND dated October 8, 2024 of the City People's Committee), submit to the competent authority for appraisal and approval in accordance with the correct procedures and regulations; report to the City People's Committee in February 2025. Assign the Department of Planning and Investment to promptly advise and propose a plan to allocate public investment capital to implement the investment project, ensuring feasibility, efficiency, and early implementation of construction investment.

Investment project to build Ngoc Hoi bridge and access roads at both ends of the bridge: Agree on the policy to implement the investment project using public investment capital (capital from Hanoi city, Hung Yen province and support capital from the Central Government according to regulations).

Assign the Departments of Transport, Agriculture and Rural Development, Culture and Sports, Planning and Investment, Planning - Architecture; People's Committees of Thanh Tri and Gia Lam districts to urgently implement the direction of the leaders of Hanoi People's Committee and the leaders of Hung Yen Provincial People's Committee in Notice No. 451/TB-VP dated September 27, 2024; Hanoi Department of Planning and Architecture advises and proposes to the City People's Committee to organize a competition for architectural plans for the main bridge across the Red River, and report to the City People's Committee in December 2024.

Assign the Department of Planning and Investment to urgently review Submission No. 1179/TTr-SGTVT dated November 7, 2024 of the Department of Transport on the Pre-Feasibility Study Report of the Investment Project, advise and propose a report to the City People's Committee to submit to the competent authority to organize the appraisal and approval of the investment policy in January 2025; advise and propose a plan to allocate public investment capital to implement the Investment Project.
