Adverse weather slows down construction progress on upgrading two roads in the Mekong Delta region

As of the first week of December 2024, the construction progress of the two projects Cao Lanh - Lo Te and Lo Te - Rach Soi has not met the plan due to unfavorable weather conditions.


Regarding the implementation status of the two projects Cao Lanh - Lo Te and Lo Te - Rach Soi, the Department of Construction Investment Management (Ministry of Transport) said that after about 6 months of construction, up to the first week of December 2024, the project's construction output reached 11% of the contract value, 7% slower than planned.

The period from the start of construction to November 2024, right at the time of the rainy season, makes it difficult to scrape, recycle and reinforce the asphalt concrete road surface, which is an objective reason given.

"Subjectively, the project is behind schedule because contractors have not focused resources on construction implementation, have not mobilized enough human resources, machinery and equipment according to the required schedule.

By the end of November 2024, the contractor has mobilized: 3/5 recycling scraping lines, 2/5 asphalt concrete paving lines, 5/8 soil cement pile drilling rigs, 3/8 construction points for the transition slab at the beginning of the box culvert, 3/4 construction points for expanding the emergency lane, especially Hai Dang Joint Stock Company and special subcontractor 469 Joint Stock Company", the Department of Construction Investment Management informed.

The implementation time falls right in the rainy season, which is also the reason why the Lo Te - Rach Soi project has not met the schedule.

As of the first week of December, the project's construction output reached 14% of the contract value, about 5% behind schedule.

In addition, the sand from the new mine introduced by Dong Thap Provincial People's Committee will only be exploited from December 2024; the area of ​​Lo Te intersection is expected to be handed over by the locality in January 2025, which also greatly affects the progress at the construction site.

The Cao Lanh - Lo Te project is 29km long. The investment scope includes asphalt concrete paving the main road and building a system of service roads along the route, arranging a fence system and completing the traffic safety system in compliance with the National Technical Regulations on road signs.

The Lo Te - Rach Soi project is over 51km long. Within the scope of investment and upgrading, the project only needs to lay asphalt concrete to strengthen the road surface and reorganize traffic, without having to clear the land.
