At the dialogue, Mr. Le Thai Binh (authorized representative of Mr. Le Van Tam, Ms. Le Thi Lien, and Le Thai Hoa, the heirs of Mr. Le Thai Hue - deceased) complained about Decision No. 7579, dated December 29, 2023 of the People's Committee of Tam Ky City "on land recovery to implement the project of Residential Area - Resettlement Northwest Thanh Hoa Road (Phase 1) An Son Ward" (referred to as Decision 7570); complained about Decision No. 452, dated January 17, 2024 of the People's Committee of Tam Ky City on "compensation and support for the household of Mr. Le Thai Hue (deceased) to clear the land to implement the project of Residential Area - Resettlement Northwest Thanh Hoa Road (Phase 1) in An Son Ward, Tam Ky City" (referred to as Decision 452).

Mr. Binh requested the People's Committee of Tam Ky City to re-determine residential land and adjust Decision No. 7579 on land recovery of Mr. Le Thai Hue's household (plot No. 74, map sheet No. 30, An Son ward, Tam Ky) from ^{500m2 of} urban residential land to 1,000m2 ^of urban residential land.

Propose to adjust Decision No. 452 on compensation and support for Mr. Le Thai Hue's household, the residential land area is re-determined to be ^1,000m2 ; re-determine the compensation unit price for residential land and land for perennial crops according to the provisions of law, because the compensation price for these two types of land is currently very low.

In addition to the resettlement area of ^​​200m2 , it is proposed to arrange for Mr. Le Van Tam and Ms. Le Thi Lien each to have 1 resettlement plot of land in An Son ward, Tam Ky.

Based on the verification results and opinions at the dialogue, Mr. Huynh Ngoc Tien said that the People's Committee of Tam Ky City found that the implementation of procedures for land recovery, compensation and support for the case of land recovery of Mr. Le Thai Hue's household did not comply with the provisions of law, so it issued Decision No. 4387, dated October 1, 2024 to cancel Decision No. 7579 and Decision No. 452.

However, after canceling the above two decisions, the Chairman of Tam Ky City People's Committee issued Decision No. 4780/QD-UBND to resolve the non-recognition of the complaint of Mr. and Mrs. Le Thai Hoa, Le Thi Lien, Le Van Tam on the grounds that the subject of the complaint no longer exists (the decision has been canceled), which is not satisfactory, leading to Mr. Le Thai Binh representing the above citizens to file a second complaint to the Chairman of the Provincial People's Committee.

Mr. Huynh Ngoc Tien said that the Provincial Inspectorate will recommend the Chairman of the Provincial People's Committee to acknowledge the complaint of Mr. Le Thai Binh; request the People's Committee of Tam Ky City to re-establish the land recovery, compensation, support and resettlement when recovering the land of Mr. Le Thai Hue's household at plot number 74, map sheet number 30, An Son ward, ensuring compliance with the order, procedures and regulations of the law.
