On the morning of November 25, Prime Minister Pham Minh Chinh - Head of the State Steering Committee for important national projects and works, key to the transport sector, chaired the 8th meeting of the Steering Committee. The meeting was held in person and online between the Government headquarters and 45 provinces and centrally-run cities with important national and key projects in the transport sector. There are currently 34 transport projects with 86 component projects in 45 provinces and cities under the monitoring of the Steering Committee. Implementing the Prime Minister's direction at the previous meeting, members of the Steering Committee have inspected, urged, and removed difficulties and obstacles, especially those related to site clearance (GPMB), construction materials (VLXD), ensuring progress and improving the quality of projects.

Local authorities at all levels have made major changes in thinking, innovated their working methods, and determined that completing site clearance work for projects is an important political task; some localities have established special working groups to directly direct; Party committees and authorities at all levels have stepped in and resolutely implemented site clearance work.

The construction material mine of the North-South Expressway project, phase 2, is considered a major bottleneck, but after receiving instructions, the Ministry of Transport, investors, contractors and localities have coordinated and actively implemented exploitation procedures, initially achieving positive results.
In addition to the achieved results, there are still some implementation tasks that have not met the progress. Regarding construction materials, the earth fill mines that are qualified for exploitation have not met the requirements for supplying materials for the project; the remaining area, although not large, is still a bottleneck and a difficult and complicated step. Investment preparation, policy adjustment, and investment projects in some projects are still slow and have not met the requirements; procedures for converting forest use purposes still go through many steps, some requirements are not suitable for the characteristics of transport projects, requiring a lot of time to implement.

In Ha Tinh, the North-South Eastern Expressway project for the 2021-2025 period has completed the inventory work; the approval of the compensation plan has reached 99.5% and the site has been handed over to the investor at 98.22%. The progress of disbursement of land acquisition and clearance capital to date is 2,198.57/2,853.43 billion VND, reaching 77.52%. Regarding the relocation of power line infrastructure, localities in Ha Tinh are actively coordinating with the Ministry of Industry and Trade, Vietnam Electricity Group, National Power Transmission, and Northern Power Corporation to carry out the work. Regarding 26 resettlement areas, 4 cemeteries serving the relocation of households and graves within the scope of the project's site clearance, up to now, 14/30 areas have been completed, and 16 areas have achieved a volume of 73-99%. The province has approved the confirmation of 11/11 mines according to the proposal of the investor and construction contractor. Up to now, 9 mines have completed the work of negotiating compensation prices for site clearance. |
At the meeting, delegates raised difficulties, problems and shortcomings; proposed tasks and solutions, especially investment preparation work in a number of projects; resolved site clearance work, completed procedures on construction material mines serving important national works and projects, key to the transport sector.
Concluding the meeting, Prime Minister Pham Minh Chinh affirmed: The projects and works being implemented show that the Central Government has allocated capital from many different sources to focus on strategic breakthroughs in transport infrastructure, striving for 2025, the whole country will have about 2,950 km of expressways and realize the goal of 5,000 km of expressways by 2030 approved by the 13th National Party Congress.

The Prime Minister requested that members of the Steering Committee, central and local ministries, branches and localities must carry out assigned tasks with a spirit of speed and determination. Any problems at any level must be proactively resolved, not shirking responsibility, and not transferring tasks within their own responsibilities to higher levels.
Localities focus on completing site clearance work in accordance with the progress milestones required by the Government, focusing on building resettlement areas and stabilizing people's lives; coordinating with relevant ministries and branches to proactively resolve difficulties in construction material sources to meet project construction progress.
The Ministry of Transport directs investors, contractors, and consultants to uphold their sense of responsibility, work together, and continue to focus on "3 shifts" and "overcome the sun and rain" to complete the project, ensuring progress, quality, safety, and environmental sanitation.
The Ministry of Industry and Trade and Vietnam Electricity Group urgently carry out procedures to relocate power lines to ensure the progress of bidding packages and projects; the Ministry of Natural Resources and Environment continues to provide specific instructions to localities on procedures for granting mines, converting forest use purposes, converting forest land use purposes, rice land use purposes, etc.
