The Han-Nom inscriptions of Non Nuoc Mountain are a treasure trove of documentary heritage in Han and Nom characters, carved directly on the cliffs at the Non Nuoc Mountain Historical Relic and Special National Scenic Spot (Hoa Lu City), dating from the 14th to the 20th century.

The remaining 37 Han Nom inscriptions are valuable sources of historical, cultural, linguistic, artistic and scientific information. The inscriptions are works of high-level calligraphy art, demonstrating sophisticated stone carving techniques and artistic styles of the periods.

The above outstanding values are cultural creations of indigenous people, affirming the long-standing cultural traditions of Vietnam. In the international context, the Han Nom inscriptions of Non Nuoc Mountain can be compared with outstanding stone-carved documentary heritages such as: Korean stone stele in Namsan Mountain, ancient stone stele in Egypt, royal steles in Ethiopia. With outstanding values in content and form, the Han Nom inscriptions of Non Nuoc Mountain deserve to be a Documentary Heritage of the Asia- Pacific region...

According to the guidance of the Department of Cultural Heritage and the UNESCO Memory of the World Programme for Asia and the Pacific (MOWCAP), the nomination dossier for inscription as a documentary heritage is built based on the criteria. These are the authenticity and integrity of the documentary heritage. Regional/world significance includes historical significance, stylistic form, comparative significance, uniqueness, rarity and gender equality (if any).

At the conference, based on the criteria, and at the same time based on the results of the appraisal and review of the actual documents, members of the Basic Science Council discussed and gave their opinions to complete the documents in a scientific and accurate manner. The opinions were accepted by the Department of Culture and Sports to complete the documents with a high determination to make the Han Nom Inscriptions of Non Nuoc Mountain a World Documentary Heritage.
