Vice Chairman of the Provincial People's Committee Le Ngoc Chau : The Resolution of the 13th National Party Congress has identified digital transformation as an important content in the 6 key tasks and 3 breakthroughs of the Socio-Economic Development Strategy for the 2021-2030 period. The Resolution of the 19th Provincial Party Congress sets out 8 groups of tasks and key solutions for the 2020-2025 term, including digital transformation. The provincial planning for the 2021-2030 period, with a vision to 2050, affirms that digital transformation is one of the 4 main foundations for creating breakthrough development.
Recently, the entire Ha Tinh political system has joined in and achieved initial results in the digital transformation roadmap.
Digital transformation is also one of the key tasks of the term specified by the 19th Provincial Party Committee with Resolution No. 05 dated October 22, 2021 on focusing on leadership and direction of digital transformation in Ha Tinh province for the period 2021-2025, with a vision to 2030 (Resolution No. 05). The digital transformation project in Ha Tinh province for the period 2021-2025, with a vision to 2030, approved by the Provincial People's Committee in early 2022, identifies the key goal of developing digital government, digital economy, towards a digital society; linking the digital transformation process with administrative reform to improve the quality, effectiveness and efficiency of State management and provision of public services by authorities at all levels.
Ha Tinh has signed a digital transformation cooperation agreement with Viettel and many leading information technology corporations.
In recent times, the entire provincial political system has joined in and achieved initial results in the digital transformation roadmap. Ranking of DTI index groups in 2020-2022 of Ha Tinh.
With those efforts, Ha Tinh, from a province with a low starting point and many difficulties, in 2021, the digital transformation assessment indexes were still in the bottom group of the country, but by 2022, according to the announcement of the Ministry of Information and Communications, it had increased by 22 ranks, ranking 37th out of 63 provinces and cities nationwide and ranked 3rd in the North Central region. Many groups of indexes increased significantly compared to 2021 such as: digital government index increased by 20 ranks; digital society increased by 18 ranks; digital transformation pillars increased by 21 ranks; network information security index group increased by 28 ranks; digital human resources index group increased by 12 ranks; digital infrastructure index group increased by 29 ranks; digital awareness index group increased by 25 ranks.

However, compared to the goals and requirements set out in Resolution 05, many targets are still low and more efforts must be made to complete them by 2025. Digital transformation is not taking place evenly in all sectors and localities. Human resources in information technology and digital transformation are still lacking, especially at the district and commune levels, not meeting the requirements; there are still a number of people and businesses that have not yet formed the habit of online transactions with the government. We are at the starting point of the digital transformation journey, requiring strategic vision, high political determination, perseverance, determination, and creativity throughout the implementation process.
Many Ha Tinh agricultural products are promoted on digital platforms (social networks), thereby opening up a wide range of product consumption and promoting the development of the digital economy.
PV: So, what are the obstacles to the digital transformation process, sir?
Vice Chairman of the Provincial People's Committee Le Ngoc Chau: First of all, the process of implementing digital transformation in Ha Tinh as well as many other localities is currently facing a number of obstacles and difficulties. The first issue is the institution. Digital transformation is the application of new and modern technology, fundamentally changing the model and management methods of state agencies as well as socio-economic activities in the community, so it requires a suitable and synchronous legal environment and policies. Up to now, a number of tasks on institutional development proposed in the framework of the plan of key tasks and solutions to build e-Government, towards digital Government, have been slow to be implemented.
The Ministry of Information and Communications always accompanies and supports Ha Tinh in its efforts to promote digital transformation and improve provincial-level digital transformation assessment indicators.
The second problem is that although there are many technological models and solutions, most enterprises are focusing on solving small problems, lacking comprehensive and synchronous solutions on the scale of the whole industry and the whole province. The third problem is that most of the database systems of the current industries were built many years ago, small scale, independently managed, dispersed, and rarely shared.
Meanwhile, many ministries have not yet issued specific regulations, directions, and instructions allowing departments to proactively build and develop a comprehensive database at the provincial level for each industry and field.
In 2022, Ha Tinh increased 22 places, ranked 37th out of 63 provinces and cities nationwide and ranked 3rd in the North Central region in terms of DTI index.
Another very important issue is that digital transformation is difficult, requiring the convergence of many factors in terms of institutions, awareness, technology as well as resources, leading to the subjective factor of leaders of sectors and levels in proactively advising and proposing to superiors as well as leading and directing their sectors and agencies to implement, which still has certain limitations. Along with that, the spread of awareness, belief and motivation for digital transformation in society, trust and habits, and skills in online transactions are still limited.
PV: Although there are still many difficulties, Resolution No. 05 has set a goal that by 2025, Ha Tinh will be among the top 20 provinces and cities with high digital government indexes. So, what tasks will Ha Tinh focus on in the coming time, sir?

Continue to effectively direct the implementation of the Project on developing applications of population data, identification and electronic authentication to serve national digital transformation in the period of 2022-2025, with a vision to 2030; effectively exploit national databases on land, social insurance, enterprises, the field of labor, invalids and social affairs, finance, data on cadres, civil servants, public employees... to improve the quality of State management and serve the people and enterprises.
In the coming time, it is necessary to further spread awareness, belief and motivation for digital transformation in society.
Taking people and enterprises as the center, the subject and the goal and driving force of digital transformation, in the coming time, it is necessary to diversify and regularly carry out propaganda activities to raise awareness and skills about digital transformation, digital government, and digital economy to all people in the province. In addition, it is necessary to enhance the vision and breakthrough thinking of leaders of departments, branches, localities, enterprises and organizations towards the digital transformation process in all activities of units and localities, including management, institutional building, production and business and global supply chains. Attach the responsibility of heads of agencies, organizations and localities to the digital transformation implementation process and the results achieved at their agencies, organizations and localities.
