(Chinhphu.vn) - On the afternoon of August 21, in Hanoi, the Central Economic Committee chaired and coordinated with the Ministry of Industry and Trade and the Vietnam Oil and Gas Group to organize a conference to disseminate and implement Conclusion No. 76-KL/TW, dated April 24, 2024 of the Politburo on the implementation of Resolution No. 41-NQ/TW, dated July 23, 2015 of the Politburo on the orientation of the Vietnam Oil and Gas Industry Development Strategy to 2025, with a vision to 2035 and some orientations for the new period.

Attending and chairing the Conference were comrades: Tran Luu Quang, Head of the Central Economic Commission, Deputy Prime Minister; Tran Hong Ha, Deputy Prime Minister; Nguyen Hong Dien, Minister of Industry and Trade; and more than 400 delegates from departments, ministries, branches, provincial and municipal Party Committees, Party Committees directly under the Central Committee, Party Committees and key officials of the Vietnam National Oil and Gas Group. Focus on building a newdevelopment strategy Deputy Head of the Central Economic Commission Nguyen Duc Hien said that after more than 8 years of implementing Resolution 41-NQ/TW, the Government and the Prime Minister have led and directed ministries and branches to develop and issue many legal documents and strategies and plans related to the development of the oil and gas industry. In particular, scientific and technological activities and human resource development in the oil and gas industry have been focused on and achieved many positive results. However, the oil and gas industry still has some shortcomings and limitations in implementing some strategic goals, in reserve infrastructure, in the progress of implementing some large projects and works, etc.

The conference discussed and thoroughly grasped a number of key orientations, tasks and solutions that need to be implemented in the spirit of Conclusion 76-KL/TW and Resolution 41-NQ/TW: Building and forming a number of large-scale national energy industry centers; developing a number of oil and gas enterprises with regional and international competitiveness associated with the leading role of state-owned energy corporations; continuing to improve institutions, legal policies; continuing to promote the core role of state-owned oil and gas corporations; developing appropriate technical infrastructure systems, especially digital infrastructure associated with digital transformation, building databases, etc. Comrade Le Manh Hung, Party Secretary, Chairman of the Board of Members of Vietnam Oil and Gas Group (PVN) presented a report identifying and determining the impact from the world and regional environment, difficulties, challenges as well as assessing PVN's resources; proposed 7 groups of main tasks and solutions based on the orientation to become a national industrial - energy group. Representatives of a number of ministries, branches and localities presented papers on the requirements and specific tasks and solutions that need to be focused on organizing the implementation of policies and orientations for sustainable development of the Vietnamese oil and gas industry in the spirit of Resolution 41-NQ/TW and Conclusion 76-KL/TW. Delegates agreed that party committees at all levels need to study, seriously and thoroughly grasp, and synchronously implement from institutionalization, development and implementation of related strategies, programs and plans, along with timely and effective supervision and inspection. In the immediate future, state-owned oil and gas groups need to focus on building new development strategies, effectively implementing restructuring projects in the direction of ensuring energy security, effectively serving production and consumption, and stabilizing the market. Other enterprises in the oil and gas industry focus on implementing investment in oil and gas projects assigned to them in accordance with relevant planning and plans approved by competent authorities, ensuring project progress and investment efficiency...

Focuson renewable energy, new energy On behalf of the Government, Deputy Prime Minister Tran Hong Ha assessed a number of outstanding achievements of the oil and gas industry and state-owned oil and gas corporations, and analyzed the international context and some major impacts on the oil and gas industry in the coming time. Relevant ministries and sectors, based on their assigned functions and tasks, need to quickly develop implementation plans, especially on perfecting policies and laws to facilitate rapid and sustainable development of the oil and gas industry, ensuring consistency with the Law on Petroleum and related laws. At the same time, continue to develop mechanisms and policies to promote investment attraction; implement financial solutions, develop plans to ensure capital sources; Implement appropriate planning to proactively allocate land funds for oil and gas infrastructure development, etc. Concluding the Conference, Head of the Central Economic Commission, Deputy Prime Minister Tran Luu Quang highlighted the great contributions of the oil and gas industry in the country's socio-economic development, and emphasized that the role of the oil and gas industry is becoming increasingly important in the context of our country promoting industrialization and modernization. State-owned oil and gas corporations such as PVN and Petrolimex have affirmed their roles, developed stably and are increasingly growing, being important pillars of the state economy, contributing to stabilizing the country's macro-economy. In the current context, difficulties and challenges also open up great opportunities for the oil and gas industry if it promptly grasps and promotes its strengths in experience, infrastructure capacity, facilities and high-quality human resources.

Head of the Central Economic Commission, Deputy Prime Minister Tran Luu Quang said that with the trend of energy transition, the oil and gas industry needs to focus on promoting its potential and advantages to develop renewable energy and new energy. This is a breakthrough development direction; ensuring sustainable and modern development of the oil and gas industry associated with accelerating green transformation and digital transformation, while developing advanced and modern processing and manufacturing industries towards enhancing self-reliance and self-reliance, increasing the localization rate. The oil and gas industry also needs to focus on attracting and encouraging investment from non-state economic sectors and international financial institutions; paying attention to developing high-quality human resources associated with policies to attract talent and provide specialized training to meet international requirements and standards. Party committees at the central and local levels, and party committees of state-owned energy corporations need to thoroughly grasp and be consistent in their policies and guidelines, and thoroughly implement Resolution 41-NQ/TW, Conclusion 76-KL/TW, and Resolution 38/ND-CP.
