On December 1, Prime Minister Pham Minh Chinh signed an official dispatch requesting ministries, branches and localities to promote thrift practice and combat waste.
To enhance the effectiveness and efficiency of implementing policies and laws on practicing thrift and combating waste, the Prime Minister requested Ministers, Heads of ministerial-level agencies, Government agencies; Chairmen of People's Committees of provinces and centrally run cities to focus on implementing tasks and solutions.

Specifically, thoroughly grasp and seriously and effectively implement Directive No. 27-CT/TW dated December 25, 2023 of the Politburo on strengthening the Party's leadership in practicing thrift and combating waste; the General Secretary's instructions, the Government's Resolution and the Government's overall Program on practicing thrift and combating waste in 2024.
Emphasizing the need to strengthen leadership and direction on practicing thrift and combating waste, the Prime Minister requested ministries, branches and localities to be responsible for directing the unified implementation of goals and targets for practicing thrift and combating waste in 2024 according to the Party's orientations and policies and legal regulations.
Minimize administrative procedures and compliance costs, create the greatest convenience for people and businesses; switch from pre-inspection to post-inspection, and eliminate the "ask - give" mechanism.
Decentralize and delegate authority to competent agencies and localities to resolve and take responsibility. Strengthen supervision, evaluation and accountability of state agencies, cadres, civil servants and public employees in serving the people.
Perfecting legal regulations related to practicing thrift and combating waste , ensuring consistency and unity of the legal system, overcoming overlaps and conflicts, and improving the effectiveness of management and use of State resources.
Strengthen information, propaganda, dissemination of laws and build a culture of waste prevention and combat, making the practice of thrift and combating waste voluntary. Promptly commend and reward typical examples in practicing thrift and combating waste; implement measures to protect those who provide information on waste detection.
Strengthening the organization of thrift practice and anti-waste in all fields, focusing on the fields of state budget management; management and use of public investment capital; management and use of public assets; management of resources and minerals, especially land; management of state capital and assets invested in enterprises; organization of apparatus, labor management, working time...
Strengthen inspection, examination, and strict handling of violations of regulations on practicing thrift and combating waste, including regulations on handling violations against heads of agencies, units, and individuals who allow waste to occur.
The Prime Minister assigned the Ministry of Finance to preside over, synthesize, and report to the Prime Minister the results of reviewing all public assets and unused or ineffectively used office buildings and propose solutions.
