On the morning of June 14, the Ministry of Information and Communications (MIC) in collaboration with the University of Social Sciences and Humanities (Vietnam National University, Hanoi) organized the International Conference on “Vietnam’s Press and Media Economy in the Context of Digital Economic Development”. Concluding the conference, Deputy Minister of MIC Nguyen Thanh Lam said that the MIC listened to and accepted the comments and will work with co-organizing units to study the knowledge acquired during the process of amending the Press Law.

According to Deputy Minister Nguyen Thanh Lam, in recent times, the Ministry of Information and Communications has made many efforts to support and develop the press, including the issue of solving the story of the press economy, including amending and reforming institutions. Specifically, the Ministry of Information and Communications will submit to the Government for the Government to submit to the National Assembly to amend the 2016 Press Law. In particular, a number of institutions on the model, scale, and legal position of legal agencies in the context of changing technology and changing business models will be included. "Perhaps, new concepts and new premises at the legal level should be included in the revised Press Law to help the press develop, including stories related to the press economy," said Mr. Nguyen Thanh Lam. According to Deputy Minister of Information and Communications, other institutions in ordering and increasing the ordering of newspapers as a public service and a product useful to society are also being amended. “Not only does it allow agencies to boldly order more press, but it also allows them to be more diverse. Press agencies can provide many services to the State and to agencies that order on multiple platforms, not just depending on the platform of the press agency itself,” said Deputy Minister Nguyen Thanh Lam. According to Mr. Nguyen Thanh Lam, the press must respond to the trend of bringing content to cyberspace to welcome new generation users with completely changed behavioral habits. The press is no longer positioned and viewed in traditional forms. In addition, there are other measures to regulate some shortcomings in the press economic picture. For example, recently, the stream of advertising revenue on cyberspace has been adjusted to reduce and not let it flow to channels with content that violates the law and copyright of the press. From there, there will be more advertising revenue returning to official information pages and channels, including the press. Deputy Minister Nguyen Thanh Lam shared that the institutional issue of concern is Decree 18/2014 regulating royalties in the field of journalism and publishing. This Decree is being amended according to the Law on Intellectual Property, which stipulates and guides the fee schedules for paying copyrights in the field of journalism. “We talk about the modest resources of press agencies and having to compete with social networks. But those resources continue to be eroded by the story of copyright infringement. Therefore, we need to change the institution in the direction that when using creative content of the press, it must comply with the legal regulations on intellectual property and copyright,” said Deputy Minister Nguyen Thanh Lam. According to Deputy Minister of Information and Communications, the challenges of innovating journalism methods and solving journalism economics are ultimately management challenges. Because in the process of providing solutions for journalism economics, not everyone will achieve results and there will not be a model suitable for all press agencies. “Obviously, the challenge in terms of management is to change the way of doing journalism, to change the way of doing business with press products. This is extremely difficult but it cannot be avoided!”, Deputy Minister Nguyen Thanh Lam emphasized. Deputy Minister Nguyen Thanh Lam said that the Ministry of Information and Communications encourages and hopes that press agencies will come up with new models for doing business with press products. In the process of finding legitimate sources of income, the press should not ignore any social resources. “I don’t think that press agencies that contribute to the common development will be left behind. The State management agency is committed to accompanying the press agencies.
