Hanoi Department of Home Affairs has 24 departments, offices and units after the arrangement

Kinhtedothi - Hanoi People's Committee issued Decision No. 18/2025/QD-UBND dated February 28 on regulating the functions, tasks, powers and organizational structure of Hanoi Department of Home Affairs.


Accordingly, the Hanoi Department of Home Affairs is a specialized agency under the City People's Committee, advising and assisting the City People's Committee in performing the state management function on: Administrative organization, state career; local government, administrative unit boundaries; cadres, civil servants, public employees and public service; administrative reform; associations, non- governmental organizations; emulation, rewards; state documents and archives; youth; labor, salary; employment; social insurance; occupational safety and hygiene; meritorious people; gender equality.

The Hanoi Department of Home Affairs has legal status, its own seal and account in accordance with the provisions of law; complies with the direction and management of the Hanoi People's Committee on organization, staffing and work, and at the same time complies with the direction, inspection and guidance on expertise and profession of the Ministry of Home Affairs .

The Department is assigned 41 professional tasks, other tasks are assigned by the City Party Committee, the City People's Committee, the Chairman of the City People's Committee and according to the provisions of law. To perform the assigned functions and tasks, the organizational structure of the Hanoi Department of Home Affairs includes 24 departments, offices, and affiliated units.

Previously, the City People's Council decided to merge the Department of Labor, War Invalids and Social Affairs and the Department of Home Affairs to establish the Department of Home Affairs from March 1, 2025. Regarding personnel, the Chairman of the Hanoi People's Committee appointed Mr. Tran Dinh Canh to hold the position of Director of the Department of Home Affairs; 6 Deputy Directors of the Department of Home Affairs including: Mr. Nguyen Chi Doan, Mr. Dinh Manh Hung, Mr. Mai Xuan Truong, Ms. Nguyen Thi Lieu, Mr. Nguyen Tay Nam and Ms. Ngo Minh Hoang.
