According to the State Bank of Vietnam (SBV), as of July 4, more than 120.9 million customer records (CIF) had been biometrically verified via chip-embedded citizen identification cards (CCCD) or VNeID; more than 1.2 million corporate customer records had been biometrically verified.

After a period of cleaning the customer database and applying biometric information matching solutions, the number of individual customers being scammed and losing money decreased by 57%; the number of individual accounts receiving scammed money decreased by 47% compared to the same period in 2024.

To date, 30 credit institutions have signed with the Department of Administrative Police for Social Order (C06 - Ministry of Public Security ) to clean up customer data opening payment accounts; 11 organizations providing intermediary payment services have signed with C06 to do the same.

Most recently, on August 12, Orient Commercial Joint Stock Bank (OCB ) signed a cooperation agreement with the Center for Research and Application of Population Data and Citizen Identification (RAR Center) under the Ministry of Public Security in deploying electronic authentication services via VNeID on banking applications.

Accordingly, OCB and RAR Center will jointly implement: Integrating electronic citizen identification data into account opening and customer identification processes; accurately comparing customer information, contributing to minimizing risks and enhancing security; optimizing business processes, bringing convenience and superior speed to customers.

According to Mr. Pham Hong Hai, General Director of OCB, the integration of electronic authentication service via VNeID into the bank's transaction process is expected to create practical values, helping to enhance information security and safety, and minimize fraud risks.

Both banks and customers can simplify administrative procedures, saving time and costs. Customers will access online banking services anytime, anywhere without having to carry many identification documents.

Colonel Tran Hong Phu, Deputy Director of the Department of Administrative Police for Social Order (C06 - Ministry of Public Security), affirmed that in addition to linking with the VNeID application to update biometric information, bank customers can also use the banking application to pay bills and public services on the VNeID application.

Colonel Tran Hong Phu requested relevant parties to ensure smoothness and safety in electronic authentication, in accordance with legal regulations; provide convenient services for people, businesses and for socio-economic development; strictly comply with regulations on personal data protection according to Decree 13 of the Government.

At the same time, strengthen security solutions, protect data systems, prevent cyber attacks, coordinate in providing information, warning about methods and tricks of fraud, money laundering... to further improve the effectiveness of risk prevention, protect the interests of people and businesses.

According to the State Bank of Vietnam, most basic banking services have been performed on digital channels, with many banks achieving a rate of about 95% of transactions performed on digital channels. The digital ecosystem and digital payments have been established to connect banking services with many other services in the economy to provide a seamless experience for customers.

To date, more than 87% of Vietnamese adults have bank accounts. The number of individual customer payment accounts in Vietnam has reached 171.6 million. In the first 5 months of 2025 alone, non-cash payment transactions have increased sharply, especially transactions via QR codes, which increased by 78.09% in quantity and 216.24% in value.
