Ho Chi Minh City Department of Education and Training proposes to dissolve AISVN International School

On August 11, the Department of Education and Training of Ho Chi Minh City informed about the situation related to the American - Vietnam International Primary, Secondary and High School (AISVN International School).

AISVN International School failed to correct the violations and requested an extension.

According to information from the Ho Chi Minh City Department of Education and Training, since September 2023, this unit has recorded a financial situation that does not ensure the maintenance of operations at AISVN International School, seriously affecting teaching and learning activities.

Faced with that situation, the department advised the Ho Chi Minh City People's Committee to establish an interdisciplinary working group to evaluate and support the school.

In January 2024, the Department continuously organized many direct working sessions with the chairman of the school board and the school principal to find solutions to the school's operational situation, but through the working process, it was found that the school did not have enough conditions to maintain teaching and learning activities.

Despite coordinating with departments and branches to support students to complete the 2023-2024 school year, the Ho Chi Minh City Department of Education and Training was still forced to issue a decision to suspend the educational activities of AISVN International School for 12 months from June 28, 2024.

In June 2025, the Department of Education and Training had a working session with representatives of AIS American International Education Joint Stock Company (investor) and the school on the progress of the implementation of the dossier to overcome the causes leading to the suspension of educational activities.

At the meeting, the Department requested the investor to submit a report with evidence of fully remedying the causes leading to the suspension.

On June 18, Mr. Ho Quang Trung, on behalf of the investor and the school, signed a report on overcoming the causes leading to the suspension of education and an application for an extension of the suspension of educational activities at the school, requesting an extension of the suspension of educational activities from June 30 to June 30, 2026 (12 months).

However, this document has not yet mentioned how to remedy the cause leading to the suspension of educational activities stated in the decision of the Department; thus, by the end of the suspension period, AISVN International School has not overcome the cause leading to the suspension.

According to feedback from relevant agencies, AIS American International Education Joint Stock Company and AISVN International School did not report on labor use for the first 6 months of 2025 as required by the Government .

The company headquarters at 220 Nguyen Van Tao, Hiep Phuoc Commune, Ho Chi Minh City has closed and is not operating.

As of May 31, the school and its parent company owe more than VND31 billion in social insurance, health insurance, and unemployment insurance. In addition, the company has not yet fulfilled its tax declaration obligations for March and April 2025.

"Thus, by the end of June 2025, investors still do not have an effective financial plan to resolve and pay debts to other management agencies," the Ho Chi Minh City Department of Education and Training said.

Also according to the Ho Chi Minh City Department of Education and Training, based on the 2019 Education Law and Decree 125/2024/ND-CP, this agency found that by the end of the suspension period, the school had not yet resolved the cause of the suspension, nor had it reported its financial capacity to maintain school operations.

Therefore, the Department has reported the school's situation to the Ho Chi Minh City People's Committee for consideration and decision to dissolve AISVN International School at 220 Nguyen Van Tao, Hiep Phuoc Commune, Ho Chi Minh City (Long Thoi Commune, old Nha Be District).

At the same time, the department said that in case the investor meets the conditions for establishment, he/she will prepare a dossier for appraisal and permission to establish a general school with many levels of education according to current regulations.
