Accordingly, to support the province in early warning of extreme weather in the area, the Department of Hydrometeorology proposed to immediately increase 1 to 2 wind and rain measuring stations in the Ha Long Bay area or transfer the mobile X-band radar station under the Department's management to Quang Ninh to strengthen monitoring, tracking, and warning of thunderstorms, tornadoes, heavy rain, and lightning. At the same time, immediately deploy a specialized forecast bulletin on thunderstorms and tornadoes in the Ha Long Bay and Bai Tu Long Bay areas.
In the long term, the Department proposes to conduct surveys to install new and upgrade monitoring points and systems for locating storms, tornadoes, and lightning across the province or in key areas in the bays. In the immediate future, it is necessary to install: 1 weather radar; 3 automatic weather stations (AWS) at Bai Chay, Cua Ong, Tuan Chau; install weather sensors on cruise ships to measure wind, pressure, temperature, and humidity in real time. The Department will also support the province in operating this monitoring system after installation.
At the meeting, many opinions also emphasized that due to factors related to geographical location, specific terrain, combined with the increasingly complex climate change situation, risk factors, conditions for the appearance of extreme weather patterns in Ha Long Bay... more in-depth research is needed, in order to come up with the most fundamental, long-term and accurate solutions in monitoring and forecasting work.
Speaking at the meeting, Vice Chairman of the Provincial People's Committee Nguyen Van Cong affirmed: Quang Ninh always considers natural disaster prevention as the top priority task. In the context of increasingly complex climate change, the Provincial People's Committee will continue to focus on investing in improving the quality of weather forecasting, especially at sea. Quang Ninh province will closely coordinate with the Department of Hydrometeorology to immediately deploy location monitoring work and will install weather radars this week and soon issue specialized forecast bulletins on storms and tornadoes in the bays.
He also requested that relevant agencies and units quickly develop weather forecast maps for Ha Long Bay and Bai Tu Long Bay so that forecasting work can be more detailed and effective. For the storm and tornado forecast bulletin, Quang Ninh province and the Department of Hydrometeorology will develop channels and procedures for receiving and issuing bulletins, ensuring that information is delivered smoothly and quickly to recipients.
The Vice Chairman of the Provincial People's Committee also assigned the Department of Construction to study the application of a positioning system for managing vessels; the Bay Management Board to deploy a camera system to monitor activities on the bay and share data with forecasting agencies. In the long term, the province assigned the Department of Agriculture and Environment to propose investment in a warning and monitoring system for exploitation, management and use. At the same time, it will order scientists to conduct in-depth research on the characteristics of storms and tornadoes on Ha Long Bay and Bai Tu Long Bay to have information for warning and forecasting work.
