According to Decision No. 1405, Hanoi City decided to change the governing body of 18 agencies and units under the Department of Agriculture and Rural Development and the Department of Natural Resources and Environment (before the arrangement) to the Hanoi Department of Agriculture and Environment.

18 specific agencies and units are: Hanoi Department of Animal Husbandry, Fisheries and Veterinary Medicine; Hanoi Department of Crop Production and Plant Protection; Hanoi Department of Irrigation and Natural Disaster Prevention and Control; Hanoi Department of Forestry; Hanoi Department of Rural Development.

Hanoi Department of Quality, Processing and Market Development; Hanoi Agricultural Extension Center; Hanoi Center for Environmental Protection in Agricultural Production and New Rural Construction; Hanoi Agricultural Development Center.

Hanoi Wildlife Rescue Center; Hanoi Center for Analysis and Certification of Agricultural Product Quality; Hanoi Management Board of Protective and Special-Use Forests; Hanoi Management and Maintenance Board of Agricultural and Rural Works.

Hanoi Land Fund Development Center; Hanoi Land Registration Office; Hanoi Center for Information Technology on Natural Resources and Environment; Hanoi Center for Natural Resources and Environment Monitoring; Hanoi Center for Natural Resources and Environment Engineering.

The Hanoi People's Committee assigned the Director of the Department of Agriculture and Environment to coordinate with the Department of Home Affairs and relevant agencies and units to develop a project and submit it to the Hanoi People's Committee to arrange and consolidate the above-mentioned agencies and units according to Decision No. 16/2025/QD-UBND dated February 28, 2025 of the Hanoi People's Committee.
