In the fourth quarter of 2024, it is expected that 4 more sand mines will be licensed for the Ring Road 3 Project - Ho Chi Minh City.

The Ho Chi Minh City Department of Transport said that 6 sand mines have been licensed and are supplying sand for the Ring Road 3 Project through Ho Chi Minh City. It is expected that in the fourth quarter of 2024, 4 more sand mines will be licensed.

The information was announced by the Ho Chi Minh City Traffic Construction Investment Project Management Board (Traffic Board) on November 7.

According to the Ho Chi Minh City Department of Transport, the site clearance for the Ring Road 3 project through Ho Chi Minh City has reached 99.8% and is expected to be completed in November 2024. During the project implementation, many difficulties have been encountered, leading to prolonged compensation, support, and resettlement.

The reason is that the situation of buying and selling through many owners leads to difficulties in determining the owner, legal origin; origin through many periods, many different management models (corporate land, farms, pre-liberation use...).

In Binh Chanh district, there are many cases where people own small areas, and the compensation costs are not enough to carry out financial procedures for resettlement, leading to many difficulties in settling in a new place.

In addition, the land ratio in some localities such as Thu Duc City is quite large, many legal documents are complicated, it takes a long time to complete the procedures and there is a potential for lawsuits and disputes.

Regarding ensuring the supply of construction materials, the Traffic Committee said that localities have committed to supporting the Ho Chi Minh City Ring Road 3 Project with a total volume of 10 million m3 of sand, of which Vinh Long: 1.4 million m3; Tien Giang: 6.6 million m3 and Ben Tre: 2.0 million m3.

Localities have been supportive and determined in the implementation of mining licensing. Currently, licensing procedures have been completed and sand is being supplied to the Project for 6/13 mines. It is expected that in the fourth quarter of 2024, licensing for a total of 10/13 mines will be completed.

Up to now, contractors have proactively mobilized domestic commercial sand sources, Cambodian sand and sand provided by localities to ensure the progress of weak soil treatment and auxiliary works of the project.

The Traffic Department and construction contractors continue to closely coordinate with localities to speed up licensing procedures for the next models and proactively coordinate the supply of materials to the construction site from sand mines supported by localities to ensure the progress of the project.

The 76km-long Ho Chi Minh City Ring Road 3 project passes through four localities including Ho Chi Minh City, Dong Nai, Binh Duong, and Long An with a total investment of VND75,300 billion. The project will start construction in mid-2023 and complete the main road in 2025. However, the biggest challenge currently facing the project is the lack of sand for the roadbed.
