The Government has just issued Decree No. 51/2025/ND-CP amending and supplementing a number of articles of Decree No. 10/2022/ND-CP dated January 15, 2022 of the Government regulating registration fees.

According to Decree 51, for battery-powered electric cars from March 1, 2025 to February 28, 2027, the first registration fee will continue to be paid at a rate of 0%.

Previously, when proposing to continue exempting registration fees for battery-powered electric cars, the Ministry of Finance said it was to contribute to reducing environmental pollution from vehicle emissions; encourage businesses to invest in production, take advantage of supply opportunities and stimulate consumers to use battery-powered electric cars.

The implementation of the policy of 0% registration fee for battery-powered electric cars in recent times has basically achieved the goals set out when it was issued, having an impact on consumers, manufacturers and distributors of battery-powered electric cars, on the air environment and on state budget revenue.

Previously, as reported by Nguoi Lao Dong Newspaper, according to Decree No. 10/2022/ND-CP of the Government issued on January 15, 2022 regulating registration fees, effective from March 1, 2022, from March 1, 2025, battery-powered electric cars will no longer enjoy preferential policies on registration fees.

Specifically, in Decree No. 10, within 3 years from the effective date of this Decree (March 1, 2022), battery-powered electric cars will pay the first registration fee at a rate of 0%. Within the next 2 years, the first registration fee will be paid at a rate equal to 50% of the fee for gasoline and diesel cars with the same number of seats.

The registration fee for first-time car registrations in Vietnam ranges from 10% to 12%, depending on the locality. This means that buyers of battery-powered electric cars from March 1 will have to pay a registration fee of about 5-6%, depending on the province or city, instead of being completely exempted as before.

According to Decree No. 10, from March 1, the cost of electric cars will change significantly when they have to pay 50% of the registration fee. If the car costs 1 billion VND, consumers will have to pay a registration fee of about 50 million VND, instead of not having to pay this fee like in recent years.

The Vietnamese automobile market in 2024 will also witness an explosion of electric vehicles. In addition to the pure Vietnamese electric vehicle manufacturer VinFast, major automakers are also accelerating plans to bring pure electric and hybrid models to consumers.

The new Decree takes effect from March 1, 2025.
